RECREATION & PARKS COMMISSION HELD APRIL 23, 2014
I. CALL TO ORDER
The regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6:00 p.m. by Chair Sustarsic in the City Council Chambers, 211 8th
Street, Seal Beach.
II. ROLL CALL
Present: Chair Sustarsic
Commissioners Bennett, Watson, Powell, and Sosenko
Also present: Patrick Gallegos, Administrative Manager
Tim Kelsey, Recreation Manager
Tina Knapp, Executive Assistant
At the request of the Chair, a brief recess was taken.
III. APPROVAL OF AGENDA
The Commission approved the agenda as submitted.
IV. ORAL COMMUNICATIONS
Chair Sustarsic opened Oral Communications. There being no speakers, Chair
Sustarsic closed Oral Communications.
V. CONSENT CALENDAR
Commissioner Watson moved, Commissioner Sosenko seconded, and the motion
carried unanimously, that the Commission approve the Consent Calendar.

VI. SCHEDULED MATTERS
2. Centennial Update — Oral Report
Tim Kelsey provided an update on the planning of the 2015 Centennial event. A
copy of the presentation given at the April 16th Centennial Committee kick-off
meeting was provided. The five workgroups have begun meeting and a meeting
of the workgroup Chairs will be held in early June, after the budget workshops
(5/29/14 at 5:30 p.m. for general budget & 6/2/14 at 5:30 p.m. for Capital
Improvement Program).
Tina Knapp provided a brief update on research done about how donations could
be made to the City so that donors could realize donation tax benefits. Staff
received documentation of another city's success with this and has forwarded the
documentation to the Director of Finance for review. Further review may also be
needed by the City Attorney.
VII. STAFF CONCERNS
Tim Kelsey informed the Commission that 10 responses to the Request for
Proposals (RFP) for the new aquatic site were received and appear to be a good
variety of candidates. The next steps are to review the submissions. Staff
anticipates having a consultant hired in the next 1-2 months and more progress
during the summer.
Tim Kelsey also provided the Commission information regarding the Affliction block
party event that the City is co-hosting as a fundraising event to offset the cost of
construction of the memorial project. The block party is planned for June 28th from
12:00 — 7:00 p.m. and will include live music, car show, fun zone, and various
vendors. Affliction has also produced t-shirts to aid the fundraising efforts.
VIII. COMMISSION CONCERNS
Commissioner Bennett advised staff that a tree in Eisenhower Park is low-hanging
and impedes a pedestrian walkway. Chair Sustarsic inquired as to whether or not
staff has received recent feedback on the appearance of Gum Grove Park. Staff
responded that recent feedback has been positive. Staff provided information in
response to Commissioner Watson's inquiry about the status of memorial benches.
Staff responded that it is believed a policy has been drafted and will be moving
forward once the plan for benches on the beach has been resolved, which is
anticipated in the near future.
Commissioner Watson shared the desire for a wish list program. Staff responded
that a policy would need to be developed and address limitations such as duration
of items on the wish list. The Centennial planning may include programs that are
an alternative to a wish list program, such as bricks placed in a central location.
Staff informed the Commission that the paper version of the new Recreation Guide
is in the final process of being produced and the online version is currently
available. The new guide includes a Quick Facts page on the back cover, which
will also be produced as a hand-out. A future edition of the guide will include
information pertaining to the City's Centennial.
IX. ADJOURNMENT
The meeting was adjourned at 6:41 p.m.
The next regular meeting is scheduled for Wednesday, May 28, 2014 at the
Council Chambers, 6:00 p.m.
