RESOLUTION NO. 112-8
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF SEAL BEACH SELECTING A PROJECT AREA
The Redevelopment Agency of the City of Seal Beach hereby finds, deter-
mines, resolves and orders as follows:
Section 1. The staff of the Redevelopment Agency of the City of Seal Beach
has prepared and submitted a report to the Agency regarding the
conditions existing within the territory described on Exhibit A,
attached hereto. Such report, attached hereto as Exhibit B,
demonstrates that such territory is a blighted area, the redevelop-
ment of which is necessary to effectuate the public purposes of
the Community Redevelopment Law. The Agency has reviewed and
considered such report and based upon such review and considera-
tion hereby finds and determines that such territory is a blighted
area within the meaning of that term under the Community Redevelop-
ment Law and that redevelopment of such territory is necessary
to effectuate the public purposes declared therein.
Section 2. The Agency hereby approves the selection of such territory as a
redevelopment area.
The Agency hereby formulates and approves the Preliminary
regarding project area, attached hereto as Exhibit C.

SURFSIDE COLONY
BLIGHT REPORT
I. Introduction
The Surfside Colony Project area consists of all lands east of the Seal
Beach Naval Weapons Station, south of Pacific Coast Highway, west of
Anderson Street and oceanward to the 3-mile limit. The project area is
composed of: a commercial parcel at Pacific Coast Highway and Anderson
Street, Surfside Colony residential area and the beach.
As described more fully below, the area designated as the Surfside Colony
Project area is a blighted area, which constitutes physical, social and
economic liabilities requiring redevelopment in the interest of the health,
safety and welfare of the people of the City of Seal Beach and the State
of California. The characteristics of blight which exist in the project area
cause a reduction of, and in some cases, a lack of proper utilization of the
project area to such an extent that it constitutes a serious physical, social
and economic burden on the City of Seal 8each, and such burden cannot reason-
ably be expected to be reversed or alleviated by private enterprise acting
alone. '
II. Physical, Social and Economic Liabilities
A. There exists in the project area, physical liabilities requiring
redevelopment as follows:
1) Physical liabilities include: a) the loss of 500t feet of public
beach within a short period of time due to wave action, b) the
existence of 20 developed lots in immediate danger of being sub-
merged by water, c) substandard sewer lines, d) substandard
water lines, e) lack of curbs, gutters and sidewalks on a State
Highway, f) potential danger from overhead power lines in,close
proximity to the homes, g) the lack of a traffic signal on a
State highway with high speed and limited visibility to the west.
2) Social and Economic liabilities include: a) the need to
restore the public beach, b) stabilize the erosion, c) protect
the homes, d) improve the infrastructure.
B. It is not reasonable to expect the above described physical,
social and economic liabilities to be remedied by private enter-
prise or governmental action without the aid of redevelopment pur-
suant to the Community Redevelopment Law. Local governmental entiti~s,
including the City of Seal Beach, have experienced significant
reductions in property tax revenues used to finance public improvements
since the passage of Proposition 13 in June, 1978.
C. While all lands within the project area do not suffer from
the physical, social and economic liabilities, the inclusion
of all lands in the survey area into the Redevelop~ent Agency
is necessary for effective redevelopment and provision of
proper beach protection.

"D. It has been determined from the above that the area is blighted
because of inadequate public improvements, public facilities,
and utilities exist which cannot be remedied by private or
governmental action without redevelopment, section 33032 (d)
Health and Safety Code and the existence of lots or other areas
subject to being submerged by water, Section 33032 (f) of Health
and Safety Code.
III. Redevelopment of Project Area
Redevelopment of the project area would do the following:
A) Stabilize and restore the beach.
B) Protect adjacent homes from wave damage.
C) Improve sewer system.
D) Impr.ove water system.
E) Underground utilities.
F) Provide curb/gutterstsidewalks along Pacific Coast Highway.
G) Install traffic signal at Pacific Coast Highway and Phillips Street.

PRELIMINARY PLAN FOR SURFS IDE COLONY AREA
A. Surfside Colony Area
1. Description
General Description: In the City of Seal Beach from Pacific Coast
Highway to the 3-mile limit, and from Anderson Street to Anaheim Bay
(see attached map, Exhibit C). For legal description, see attached
Exhibit D.
2. Land Use

The territory to be added is comprised of three uses: the Surfside
Colony has a combination of single-family and multiple-family residences.
The east end of the Colony has several commercial establishments. The
beach and ocean areas of the territory are used for public recreation.
The land use will remain the same when the territory is added to the
Redevelopment Project area.
3. Streets

There are two public streets as follows:
Pacific Coast Highway, located along the northerly boundary of the
territory, and
Anderson Street, located on the easterly boundary of the territory.
and two privately owned alleys (which run east/west along the length
of the residential area within the territory). The addition of this
territory to the Redevelopment Project area will not alter the street
alignments.
4. Population Density
Only the northerly 500t feet of the territory (Surfs ide Colony) contains
any residences. The density of Surfside Colony is approximately 14 per-
sons per acre with a total population of 415. The density of the total
project area (930 acres) is approximately 0.4 persons per acre. The
density will not change significantly after the territory is added to the
Redevelopment Project area.
5. Building Intensity
There are approximately 250 single-family dwellings and small multi-family
dwellings constructed on typical 25 ft. x 35 ft. lots in the Surfside
Colony with approximately 10 undeveloped lots remaining. The.building
intensity will not alter after the territory is added to the Redevelopment
Project area.

6. Standards Proposed
The existing buildings in this territory will not be reconstructed
as a result of the redevelopment action. Any new construction will
be required to conform to the standards of the City of Seal Beach.
All construction required to protect the beach from total degradation
will conform to State-of-the=Art engineeing principles.
7. How Project Relates to Community Redevelopment Law
Ever since the Navy constructed the Anaheim Bay jetties in the mid-
1940's, the continuous depletion of sand from the Surfside beach
has been a problem. The predominant sand transportation path is from
north to south and the jetties have blocked sand from moving onto the
Surfside Beach from the north. After the Navy constructed the jetties,
the Federal government began artificially placing sand on the Surfside
beach approximately every seven years. This program has had moderate
success in saving the beach, however, in recent years, the demand for
replacement sand has exceeded the Federal government's ability to
supply it. If permanent facilities are not constructed to protect
the sand from erosion, the entire beach will periodically be lost.
The addition of this territory to the Redevelopment Project area will
provi de a mechani sm to generate the revenue requi red to construct the
needed shoreline protection facilities and save the beach from erosion
and save portions of Surfside Colony from eventual destruction. The
homeowners have been unable to generate the funds to solve the problem.
a. General Plan
The General Plan designation for the area is single-family residential
(R-l), general comme-cial (C-2) and public land use (PLU). The present
land use is consistent with the General Plan designation and there are
no changes in the present land use proposed as a result of the territory
being added to the Redevelopment Project area.
9. Impacts
When the territory is added to the Redevelopment Project area, the
RDA will be able to construct the facilities required to prevent the
loss of the beach and save the existing dwelling units from eventual
destruction. The impact to the residents of the area will be positive,
that is, to prevent erosion. It will also provide a mechanism to im-
prove and renew the water system, sewer system, traffic signal,
construct curbs, gutters, underground utility lines and other improvements.
