Approve the minutes for the adjourned and regular meeting of the City Council

Mayor Deaton called the adjourned meeting of the Seal Beach City Council to
order at 5:30 p.m, in the City He|| Conference Room.

There were no speakers.
CLOSED SESSION
The City Attorney announced that the City Council would meet to discuss the
items identified on the closed session agenda: Item "A^ — 8C §5495&9(d)(2)
Conference with Legal Counsel—Anticipated Litigation—2cases; and Item''B^—
GC §54958.8 Conference with Real Property negotiators: 900-4 Ocean Avenue
—pimrrestomnant—Off the Hook.
The City Attorney reported that the City Council discussed the items identified on
the agenda; gave d|moobon to the City Attorney on item A; gave direction to the
City Manager un item B; and no other action was taken
ADJOURNMENT
It was the order of the Mayor, with consent of the Council bu adjourn the meeting
at 615 p.m.

The City Council met in regular session at 7:00 p.m. with Mayor Dea1oo ua|hnQ
the meeting to order in the City Council Chambers and Mayor Pro Tern Sloan led
the Salute tothe Flag.

ORAL COMMUNICATIONS
Mayor Dea0on opened oral communications and stated that due to the number of
audience members present (approximately 80) that each speaker will be limited
to 3 minutes. There were Q Sea{ Beach residents expressing their
support of the City Council action 0o trap coyotes in Seal Beach; there were 14
speakers (2 residents and 12 non-residents) opposing trapping/killing coyotes in
Seal Beach; Joyce Panque, 6* Street, thanked the Lions Club for removing
graffiti and Steve Mason for the Save Our Beach clean-up -stated the City has
other problems that need to be dealt with-, and Ronde V@nk|er, 8emview Lane,
expressed her concerns about the need for a farmers market in Leisure World.
There being no other speakers; Mayor Deoton declared oral communications
closed,

The City Manager reported that the employees had their annual staff
development day and thanked the City Council for their support.

COUNCIL COMMENTS
Councilman Shanks expressed his thoughts about the issue of trapping coyotes
in Seal Beach; Mayor Pro Tern Sloan reported that on October 4"'there were 40
people who participated in the annual clean-up of the Edison Gardens; and
Mayor Deaton thanked the audience members for their considerate behavior
during oral communications,
COUNCIL ITEMS
ITEM"A'/COYOTE STRATEGIC TRAPPING UPDATE
Mayor Dea1on highlighted the strategies the City has worked on since the last
Council meeting: partnered with other agencies and property mwnere� ramped up
the education efforts-, and continued to work closely with the Long Beach Animal
Cane Services. The Mayor stated that trapping is not the only solution and the
City will use a multifaceted approach to the issue. The City Manager added that
the Coyote Sub-committee Wi|| be meeting on October 17`"tm continue todevelop
aoompnehensive management plan for both short and long term and reported
that there were 3 coyotes trapped in just one week and will continue the trapping
for three more weeks. Councilman Levitt expressed his concerns about the use
cf carbon-dioxide gas tm euthonize the trapped coyotes and suggested the City
lobby the State legislators to change the laws, Dave San Filippo, Critter Busters,
clarified the process and method used in trapping the coyotes — regulated by
state law.
Shanks moved, second by Sloan,ho receive and fi|ethe update report.
