Crumby P.E., Director of Public Works SUBJECT: NOTICE OF COMPLETION FOR MAIN STREET LIGHTING PROJECT NO. ST1203 SUMMARY OF REQUEST: That the City Council adopt Resolution No. 6508: 1. Accepting the Main Street Lighting Project No. ST1203 by Flatiron Electrical Group, Inc. in the total amount of $494,677.39; and 2. Direct the City Clerk to file a "Notice of Completion" with the Orange County Clerk-Recorder within ten (10) days from the date of acceptance and to release retention in 35 days. BACKGROUND AND ANALYSIS: On March 11, 2013, the City Council awarded a contract to Flatiron Electric Group, Inc. for the Main Street Lighting Project No. ST1203 in -the amount of $454,983. The Main Street Lighting Project No. ST1203 consisted of replacing the existing Edison street lights with new decorative ornamental lighting. The new lights now provide more consistent lighting for the entire Main Street. During construction, the City initiated additional change orders. One change order the City initiated was to replace the existing banner poles. Unrelated to the project, the banner poles on the 300 Block of Main Street were severely leaning due to high winds. The poles were deemed a hazard and an emergency replacement was performed. The second change order initiated by the City was to schedule the striping at multiple phases to minimize the impacts to the businesses and visitors, and to add additional pavement markings and striping. The project is now complete to the satisfaction of the Deputy Director of Public Works/City Engineer. The project was inspected and it meets all standards and Agenda Item E requirements within the project specifications. It is required to formally accept the project and file a notice of completion with the Orange County Clerk. ENVIRONMENTAL IMPACT: This project complied with all requirements of the California Environmental Quality Act (CEQA) and was found to be categorically exempt under Title 14 of the State CEQA guidelines section 15302(c), class 2, reconstruction. LEGAL ANALYSIS: The City Attorney has reviewed the proposed resolution and approved as to form. FINANCIAL IMPACT: This project was budgeted for approval in the FY 2012/13 Budget for $688,000. Section 2. The City Clerk is hereby directed to file a"Notice of Completion"for the Project with the Office of the Orange County Recorder within 10 days of the date of this resolution.
