Crumby P.E., Director of Public Works SUBJECT: NOTICE OF COMPLETION FOR SEAL BEACH BOULEVARD AND LAMPSON AVENUE LANDSCAPE IMPROVEMENT PROJECT NO. ST1410 SUMMARY OF REQUEST: That the City Council adopt Resolution No. 6509: 1. Accepting the Seal Beach Boulevard and Lampson Avenue Landscape Improvement Project No. ST1410 by Jeff Tracy Inc., dba Land Forms Construction in the amount of $512,799.57; and 2. Approving Budget Amendment 15-05-03 allocating $15,900 from Gas Tax Fund to Project No. ST1410 3. Directing the City Clerk to File a "Notice of Completion" with the Orange County Clerk-Recorder within 10 days from the date of acceptance and to release retention in the amount of $25,639.98 in 35 days. BACKGROUND AND ANALYSIS: On June 9, 2014, the City Council awarded a contract to Jeff Tracy Inc., dba Land Forms Construction for the Seal Beach Boulevard and Lampson Avenue Landscape Improvements Project No. ST1410 in the amount of $491,111.75. The Seal Beach Boulevard and Lampson Avenue Landscape Improvements Project No. ST1410 consisted of the reconstruction of medians on Seal Beach Boulevard and Lampson Avenue, as well as landscape improvements to street ROW (right-of-way) on both Seal Beach Boulevard and Lampson Avenue. Included in the reconstructions and improvements were new concrete, installed cobble stone paving, decomposed granite, new irrigation, new electrical work, small plants and brush and new trees. In addition, according to an arborist's Eucalyptus Tree Study and in accordance with the approved plans, the Contractor removed a number of Eucalyptus Trees that were in a condition of poor health and replaced them with new trees. Agenda Item F During construction, while working on the reconstruction of the median at the intersection of Seal Beach Boulevard and Plymouth Street, the Vity requested that the contractor extend the existing northbound left-turn pocket leading into the Shops at Rossmoor by an additional 40 feet to allow for more vehicles to stack in the turn pocket, alleviating some of the backup congestion on Seal Beach Boulevard. Staff is requesting a budget amendment for this project from available Gas Tax funds to cover the cost of the turn pocket reconstruction. The project is now complete to the satisfaction of the City Engineer, The project was inspected and it meets all standards and requirements within the project specifications. It is required to formally accept the project and file a notice of completion with the Orange County Clerk. ENVIRONMENTAL IMPACT: This project has complied with the California Environmental Quality Act (CEQA) and was found to be categorically exempt under section 15301(c) of the CEQA Guidelines. LEGAL ANALYSIS: The City Attorney has reviewed and approved as to form. FINANCIAL IMPACT: This project is budgeted by a Budget Amendment No. 1 -11-01 in the amount of $527,343. These funds were allocated from existing Community Facility District Funds (CFD). This CFD encompasses parcels of land generally located north of Lampson Avenue, east of Seal Beach Boulevard and south of the Los Alamitos Armed Forces Reserve Center. The CFD collects parcel taxes from property owners to fund landscape maintenance and improvements within the boundaries of the CFD. The City accepts the completion of the Seal Beach Boulevard and Lampson Avenue Landscape Improvements Project No. ST1410 (the "Project') substantially completed by Jeff Tracy Inc., dba Land Forms Construction in accordance with the contract documents, dated on June 9, 2014 for the total cost of$512,799.57. SECTION 2. The City Clerk is hereby directed to file a "Notice of Completion" for the Project with the Office of the Orange County Recorder within 10 days of the date of this Resolution. The retention shall be released in 35 days_ SECTION 3.
