SUBJECT: EMERGENCY WATER MAIN REPAIRS ON MARINA
AVENUE AND 6T" STREET
SUMMARY OF REQUEST:
That the City Council approve Resolution No. 6511 approving Budget
Amendment 15-05-04 to allocate $146,100 to repair a water main break at the
intersection of Marina Avenue and 6th Street.
BACKGROUND AND ANALYSIS:
On Monday August 25, 2014, at around 12:00 pm, staff was notified of a potential
water discharge in the area of 6th and Marina. Public Works (PW) staff visited
-the site and immediately identified the problem as a main break. Water
Department staff set out to localize the break and turn off the surrounding valves
in the area in order to stop the flow of water. Staff then contacted Charles King
Company to fix the break for the City.
All of the work necessary to repair the main break repair and restore all damaged
water lines, valves, and roadway pavement that was damaged during the main
break and subsequent flooding, took eight days at a cost of$146,036.
A quick synopsis of the work that took place is as follows:
August 25, 2014
At 12:00 pm on Monday, August 25th, a 12-inch water main break was identified
in the intersection of Marina Avenue and 6th Street. Public Works crews isolated
the section of pipe and stopped the flow of water. Doing so, unfortunately, put
several local businesses out of water until the break could be fixed. The water
main break was larger than the City's public works crews could repair. As such,
the Public Works Department called in Charles King Company on an emergency
basis to locate and repair the broken water main. Charles King Company has
successfully completed utility projects in Seal Beach and had crews within the
City working on another project. Charles King Company mobilized a crew,
equipment and materials to Seal Beach to excavate and locate the broken water

main. It took several hours to expose and locate the break within the water main.
Once the leak was located, the broken section of pipe was cut out and new
piping was installed. Water was restored to local businesses by approximately
10:30 pm that evening.
August 26, 2014
During a water main break, water valves in the surrounding area are closed.
Closing of valves stops water from continuing to flow out of the pipe, and allows
the repair to begin. Valves are critical to keeping the area of the shut down as
small as possible in regards to turning off water for surrounding businesses and
residents. During the shut-down for this water main break, a valve on 5th St.
near PC , on another 12-inch water line, broke and was leaking. Due to the
nature of the break, this valve had to be removed and replaced, as well as a new
valve adjacent to the existing broken valve. During the excavation for this valve,
replacement contaminated soils were encountered originating from a gas station
cleanup in progress at the intersection. Per California state law, upon
encountering the contaminated material, a Geotechnical firm, Stantech, had to be
notified of the contamination (they are contracted with Chevron to oversee the
remediation of the old gas station) and Charles King was required to stop
excavating until a soils investigation could be conducted. Charles King Company
crews awaited authorization to complete the valve replacement.
August 27, 2014
Stantech and Charles King Company received soil testing results and developed
a plan to allow for completion of the new valve.
On Marina and 6th Street, the underlying soil had been compromised by the large
water main break. A large section of the asphalt and concrete for the street
needed to be removed and replaced. Charles King Company began removal of
the failed areas.
August 28, 2014 —August 29, 2014 1h
The intersection of Marina Avenue and 6 Street had concrete poured on August
281h and the first layer of asphalt was placed on August 29th. The work on Marina
and 6th was performed remarkably fast in order to have the intersection reopened
for the Labor Day Holiday. The new valve was installed on Pacific Coast
Highway and 5th Street and covered with a steel plate for the weekend.
September 2, 2014 — September 4, 2014
The entire project was completed which included completion of the new valves
and final paving for both locations.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from review under California Environmental
Quality Act ("C A") pursuant to Section 15301, Class 1(c) of the State CE QA
Guidelines

LEGAL ANALYSIS:
The City Attorney has reviewed and approved it as to form.
FINANCIAL IMPACT:
There is an assigned fund balance of approximately $4,260,000 set aside for
Water Capital projects; the funding for this budget amendment will come from
that set aside.
