SUBJECT: MAIN STREET AMERICANS DISABILITY ACT (ADA)
RAMP IMPROVEMENT PROJECT
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6512 ratifying the City Manager's
decision to approve the construction of handicapped accessible parking spaces
and ramps on Main Street for the cost of $62,145.52.
BACKGROUND AND ANALYSIS:
In 2013, City staff became aware that there were too few handicapped
accessible parking spaces and ramps on Main Street and that this might impose
a safety risk for the public. The City Building Official surveyed Main Street from
Ocean Avenue to Pacific Coast Highway to assess the scope of the potential
problem.
The Building Official determined that Main Street had only eight ADA-compliant
parking spaces, which included the parking lots on Main Street and that three
handicap parking spaces and five accessibility ramps were needed. Staff was
concerned that without these improvements, disabled persons could injure
themselves trying to access the public sidewalk or otherwise be forced to travel
in the street in a manner that would endanger not only themselves but also other
persons and vehicular traffic on Main Street.
Due to concerns for the public safety and the need to take urgent action, the City
Manager authorized staff to solicit Flatiron Electrical Group, Inc., which was
already under contract with the City to perform work on Main Street, to undertake
the necessary work to construct handicapped accessible parking spaces and
ramps.
Flatiron agreed to do the work and the total cost to install three handicap parking
spaces, five ADA access ramps, and the associated striping, signs, post and
markings was $62,145.52. The following is a before-and-after breakdown of the
location of the handicapped accessible parking spots:

The work has been completed and the Council is now asked to ratify the City
Manager's decision.
ENVIRONMENTAL IMPACT:
This project complied with all requirements of the California Environmental
Quality Act (CEQA) and was found to be categorically exempt under Title 14 of
the State CEQA guidelines section 15302(c), class 2, reconstruction.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved it as to form.
FINANCIAL IMPACT:
This emergency work for $62,145.52 was not budgeted. There are available
funds in the Main Street Improvement fund to cover these costs.
RECOMMENDATION:
That the City Council adopt Resolution No. 6512 ratifying the City Manager's
decision to approve construction of handicapped accessibility ramps on main
street for the cost of$62,145.52

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DEEMING CERTAIN WORK TO BE OF URGENT NECESSITY
PURSUANT TO THE CITY CHARTER AND RATIFYING THE
CITY MANAGER'S DECISION TO APPROVE CONSTRUCTION
OF HANDICAPPED ACCESSIBILITY RAMPS ON MAIN STREET
FOR THE COST OF$62,145.52
THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE:
Section 1. In 2013, City staff discovered an unsafe condition on Main
Street in the form of an inadequate number to handicap accessible parking
spaces and ramps. Without an adequate number of handicapped accessible
parking spaces and ramps, disabled persons could injure themselves trying to
access the public sidewalk or otherwise be forced to travel in the street in a
manner that would endanger not only themselves but also other persons and
vehicular traffic on Main Street. Based on the results of an inspection by the
City's Building Official, City staff determined that work was urgently needed.
Section 2. Based on these conditions, the City Manager determined
that there was an urgent necessity to take immediate action as quickly as
possible and authorized Flatiron Electrical Group, which was already under
contract with the City for another project on Main Street, to undertake the
necessary work to construct the necessary number of handicapped accessible
parking spaces and ramps at the cost of$62,145.52.
Section 3. Based upon the foregoing and upon the entirety of the
record, including but not limited to the staff report and other evidence submitted
at the council meeting, the City Council hereby finds and declares that the need
to construct the necessary number of handicapped accessible parking spaces
and ramps on Main Street constituted an emergency pursuant to City Charter
Section 107(b) and a matter of urgent necessity as that term is used in City
Charter Section 1010.
Section 4. Based upon the foregoing, and in accordance with City
Charter Section 1010, the Council deems that the work, supplies, and materials
needed to construct the necessary number of handicapped accessible parking
spaces and ramps were of urgent necessity for the preservation of life, health, or
property and hereby ratifies the City Manager's to contract with Flatiron Electric
for construction of the necessary number of handicapped accessible parking
spaces and ramps without formally advertising for bids beyond the solicitation
described in Section 2.
