SUBJECT: ESTABLISH CLASSIFICATION OF POLICE
COMMANDER, ELIMINATE THE POSITIONS OF
POLICE CAPTAIN AND POLICE LIEUTENANT
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6507 amending the classification plan
to add the classification of Police Commander, and eliminating the classifications
of Police Captain and Police Lieutenant.
BACKGROUND AND ANALYSIS:
The goal of the proposed reorganization is to improve efficiency and
accountability by streamlining the chain of command of the Police Executive
Management Team. Examples of police departments that have adopted the
Chief-Commander structure in lieu of multi-layered management ranks (Chief-
Captain-Lieutenant) include the Cypress, Folsom, and Newark Police
Departments. Seal Beach Police Executive Team members have conferred with
these departments that are similar in size to Seal Beach and the input received
about the impact that the proposed structure had on their respective departments
are positive.
The recommended action is to eliminate the classification of Police Lieutenant
and Police Captain and establish the classification of Police Commander. The
incumbent in the current Captain classification proposed to be eliminated will not
be reclassified into the new classification until retirement (the current incumbent
has an estimated retirement date of July 2015). The incumbent in the current
Lieutenant classification proposed to be eliminated will be reclassified into the
new Commander classification. The Commander position's pay and benefits for
the current Lieutenant and future Commanders will mirror that of the current
Lieutenant position, including special assignment incentive pay, which will be
incorporated in the base pay. The Commander position will remain in the Police
Management Association. The incumbent Captain's pay and benefits will remain
as described in the Memorandum of Understanding between the City of Seal
Beach and the Police Management Association for the duration of the contract or
his retirement, whichever comes first.

Currently, the incumbents are responsible for a core service program of the
Police Department and are equally responsible. These program areas include:
Administration, Operations, Investigations, and Support Services Divisions. The
reclassification creates parity among the Command staff while strearnlining the
organizational structure. The proposed Police Commanders will report directly to
the Chief of Police. Should the City Council adopt the proposed reclassification
the new classification will take effect immediately. The job description for Police
Commander is attached.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
There is no cost associated with this reorganization. Upon the Captain's
retirement, the City will save on annual salaries,

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL OF THE
APPROVING AN AMENDMENT TO THE CLASSIFICATION
PLAN BY ADDING THE CLASSIFICATION OF POLICE
COMMANDER, AND ELIMINATING THE CLASSIFICATIONS OF
POLICE CAPTAIN AND POLICE LIEUTENANT
WHEREAS, amending the classification plan to add the classification of Police
Commander, and eliminating the classifications of Police Captain and Police
Lieutenant is warranted to improve efficiency and accountability by streamlining
the chain of command of the Police Executive Management Team.
WHEREAS, there is no cost associated with this reorganization. Upon the
Captain's retirement, the City will save on annual salaries.
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The classifications of Police Captain and Police Lieutenant are
hereby eliminated from the classification plan.
Section 2. The classification of Police Commander is hereby added to the
classification plan.

GENERAL PURPOSE
Under administrative direction of the Chief of Police, commands and directs a major
division of the Police Department involving Support Services, Operations,
Administration and/or Investigations. At the discretion of the Chief of Police, Police
Commanders are rotated between divisions and assume a high level of responsibility
and visibility while directing police activities. Incumbents are responsible for exercising
direct supervision over assigned supervisory, sworn, technical, and administrative
support staff for a major division of the Police Department.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work
that may be performed. The omission of specific statements of duties does not exclude
them from the position if the work is similar, related, or a logical assignment to the class.
1. Coordinates, supervises, directs, plans, and organizes the activities of law
enforcement and support personnel- manages and participates in the selection,
training, development, counseling and evaluation of staff; establishes goals,
objectives, and employee development plans; establishes divisional work standards
and procedures.
2. Determines staffing allocations and budgetary requirements.
3. Supervises the enforcement of laws, ordinances, departmental rules and
regulations; directs major field investigations; responds whether on or off duty as
needed and directed; prepares or directs preparation of plans for special events and
disasters.
4. Resolves major problems or complaints related to employee conduct, divisional
practices or sensitive community issues; identifies personnel and administrative
problems-, develops recommendations to improve the quality of police services and
employee morale; recognizes and addresses risk management issues; directs
Internal Affairs investigations.
5. Interfaces with citizen groups to discuss proactive strategies and department
programs.
6. Reviews police reports, court records, and inspects work in progress for compliance
with departmental standards
7. Ensures the efficient compilation of statistical data, prepares comprehensive reports
and recommendations on courses of action; prepares reports as required; conducts
staff assignments on special projects, including legal research.
8. Assists in developing the department budget.
9. Apprehends and arrests law violators; issues citations as needed and when
appropriate.
10.Ensures that all criminal, traffic laws, and other regulatory provisions of the various
Municipal, county, and State codes are properly understood and enforced by all
personnel assigned to the Division.
11.Participates in conferences and meetings with other law enforcement agencies.
12.Conducts crime and trend analyses to ensure a proactive Department response.
13.Participates as a member of the Police Department Management Team.
14.Confers with and makes recommendations to the Chief of Police and serves as
Acting Chief of Police on a relief basis.
15.Performs other related duties as assigned.
QUALIFICATION GUIDELINES
Knowledge of:
Contemporary principles, practices, and techniques of modern police administration,
organizational management and development, budgeting and personnel administration;
principles of community policing; proper and effective methods of deploying officers in
accordance with actual and anticipated emergencies-, criminal law with particular
emphasis on the laws of arrest, search and seizure; criminal investigation,
communications, police records management, and related services; laws and rules

governing criminal evidence, search and seizure, arrest, Penal Code regulations and
criminal procedures; police records management and related services; City, State and
Federal codes, laws, regulations, official procedures, local pertinent rules, ordinances,
and operations; general administrative and management principles, and the ability to
apply these principles to daily police situations.
Ability to:
Establish goals and manage the functions, programs, and personnel of a major division
of the Police Department; analyze complex police problems and adopt reasonable
courses of action and strategies to effectively resolve them; operate computer
applications proficiently; manage budge and technical resources; utilize technology and
innovative ways to accomplish department goals and objectives; develop and maintain
divisional policies and performance standards; prepare and present accurate and
concise management reports; establish and maintain effective relationships with other
divisions, City departments, law enforcement agencies, citizen groups, community
associations, and the general public; use critical thinking and analytical skills to
understand and resolve complicated issues, communicate effectively, oral and in writing
to express ideas clearly and concisely; make effective presentations; manage employee
selection, development, supervision and evaluation; commend, counsel and
recommend and/or administer discipline of employees; coach, mentor and support
subordinates; lead by example and maintain a commitment to excellence and the
highest standard of law enforcement; stay abreast of the latest and best practices in law
enforcement; recommend and administer divisional personnel, operating and capital
expenditures; establish divisional priorities, staffing levels and work structure; develop
and evaluate alternatives to complex management problems and exercise leadership in
adopting an effective course of action; properly use firearms, police equipment, motor
vehicles, escalation of force and command system for high efficiency and successful
outcome; obtain information through interview and interrogation; and meet the physical
requirements established by the Department.
Education/Training/Experience:
At the time of appointment, a minimum of two years of work experience at the rank of
Police Sergeant or above. Bachelor's degree in Criminal Justice, Communications,
Business Management, Public Administration or related field from an accredited college
or university, or the ability to attain such a degree within two years of appointment. A
degree in Criminal Justice, Communications, Business Management, Public
Administration or related field from an accredited college, and completion of P.O.S.T.
Supervisory Leadership Institute is highly desirable. Must conform to the guidelines
established by the California Commission on Peace Officers Standards and Training,
including possession of a P.O.S.T. Supervisory Certificate; possession of a
Management P.O.S.T. Certificate is desirable.
Licenses, Certificates; Special Requirements:
Valid Class C California driver's license, acceptable driving record, and evidence of
insurance.
Ability to work extended hours in order to meet shift needs, complete reports, attend
meetings, or conduct police business.
Vision: No more than 201100 uncorrected and 20130 corrected and freedom from
uncorrectable color blindness. Specific vision abilities required by this job include close
vision, peripheral vision, color vision, and the ability to adjust focus.
Age: Must be 21 years of age or older at time of appointment.
Citizenship: Must be a citizen of the United States OR permanent resident alien who
is eligible for and has already applied for citizenship.
Psychological: Applicants may undergo a psychological assessment by a qualified
professional to determine their suitability for the position.
Polygraph Examination: Applicants will be administered an Integrity test, and a
polygraph examination.
Background Investigation: Applicants will undergo a complete, comprehensive,
P.O.S.T. approved, Background Investigation.
Character: Applicants must be of good character and reputation. Applicants will be
fingerprinted and records checked in both state and federal Bureaus. Applicants must
not have a record of conviction of a serious offense, or numerous convictions of minor
offenses. Credit rating, if established, must be satisfactory.
PHYSICAL AND MENTAL DEMANDS
The physical and mental demands described here are representative of those that must
be met by employees to successfully perform the essential functions of this class.

Physical Demands:
While performing the duties of this job, the employee is frequently required to use
hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands
and arms above and below shoulder level. The employee is expected to climb or scale
walls, ladders, or steps, carry police safety gear; stoop, bend, kneel, crouch, squat or
crawl, as well as walk, sit, and run. Sensory demands include talking, hearing, and
using smell. These positions must be able to pull and carry persons in emergency

situations, administer first aid, and fight in self-defense. Employees are expected to
grasp and carry power and hand tools, and lift, carry, and move persons, equipment,
and push, pull or drag objects weighing up to 100 pounds or more.
Mental Demands:
While performing the duties of this class, employees are regularly required to use
written and oral communication skills; read and interpret data, information and
documents; analyze and solve problems; use math and mathematical reasoning;
observe and interpret situations; learn and apply new information or new skills; remain
calm and use effective judgment in dangerous situations; and interact with citizens,
business representatives, City staff, other organizations, police safety personnel, school
representatives, and the public, and other interfaces depending upon the position
assignment.
WORK ENVIRONMENT
The employee occasionally works in outside weather conditions, and in a patrol unit and
may operate specialized equipment when assigned to patrol. The work involves
exposure to extreme heat, smoke, dust, fumes, and inclement weather, as well as loud
noises such as, but not limited to, sirens, alarms, and diesel engines. These positions
require the use of safety helmets, armored vest, earplugs, utility belts, batons,
handcuffs, A.E.D., taser, intoximeter, and other specialized equipment as well as
certification in protective and life-saving equipment. These positions are subject to the
threat of injury and life threatening hazards as part of police safety operations.
