ROLL CALL Present: Mayor Deaton; Council Members: Levitt, Miller, Shanks, Sloan City Staff: Steven L Flower, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Linda Devine, City Clerk ORAL COMMUNICATIONS There were no speakers. CLOSED SESSION The City Attorney announced that the City Council would meet to discuss the items identified on the closed session agenda: Item "A" — GC §54956.9(d)(2) Conference with Legal Counsel — Anticipated Litigation — 2 cases; and Item "B" — GC §54956.8 Conference with Real Property negotiators: 900-A Ocean Avenue — pier restaurant — Off the Hook. The City Attorney reported that the City Council discussed the items identified on the agenda; gave direction to the City Attorney on item A; gave direction to the City Manager on item B; and no other action was taken. ROLL CALL Present: Mayor Deaton; Council Members: Levitt, Miller, Shanks, Sloan • City Staff: Steven L. Flower, City Attorney Jill R. Beatley, Director of Finance/City Treasurer Jim Basham, Director of Community Development/Community Services Linda Devine, City Clerk The City Manager announced that due to a technical problem the meeting will not be streamed live on the website at this time. APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES Sloan moved, second by Levitt, to approve the agenda as presented. AYES: Deaton, Levitt, Miller, Shanks, Sloan NOES: None Motion carried PRESENTATIONS/RECOGNITIONS r "Operation Crossover" —Orange County Retail Crime Recognition — Don Murphy Honorees: Det. Gary Krogman, Det. Chris Hendrix, Det. Sgt. Joe Miller, Det. Cpl. Mary Martinez * Orange County Fire Authority - Division Chief, Jon Jones (Technical problem was resolved—live streaming started) ORAL COMMUNICATIONS Mayor Deaton opened oral communications and stated that due to the number of audience members present (approximately 80) that each speaker will be limited to 3 minutes. Speakers: There were 9 Seal Beach residents expressing their support of the City Council action to trap coyotes in Seal Beach; there were 14 speakers (2 residents and 12 non-residents) opposing trapping/killing coyotes in Seal Beach; Joyce Parque, 6th Street, thanked the Lions Club for removing graffiti and Steve Mason for the Save Our Beach clean-up — stated the City has other problems that need to be dealt with; and Ronde Winkler, Seaview Lane, expressed her concerns about the need for a farmers market in Leisure World. There being no other speakers; Mayor Deaton declared oral communications closed. CITY ATTORNEY REPORT Steven L. Flower, Esq., City Attorney • No report at this time. CITY MANAGER REPORT Jill R. Ingram, City Manager The City Manager reported that the employees had their annual staff development day and thanked the City Council for their support. • Page 2 — City Council 10/13/14 COUNCIL COMMENTS Councilman Shanks expressed his thoughts about the issue of trapping coyotes in Seal Beach; Mayor Pro Tem Sloan reported that on October 4th there were 40 people who participated in the annual clean-up of the Edison Gardens; and Mayor Deaton thanked the audience members for their considerate behavior during oral communications. COUNCIL ITEMS ITEM "A" / COYOTE STRATEGIC TRAPPING UPDATE Mayor Deaton highlighted the strategies the City has worked on since the last Council meeting: partnered with other agencies and property owners; ramped up the education efforts; and continued to work closely with the Long Beach Animal Care Services. The Mayor stated that trapping is not the only solution and the City will use a multifaceted approach to the issue. The City.Manager added that the Coyote Sub-committee will be meeting on October 17th to continue to develop a comprehensive management plan for both short and long term and reported that there were 3 coyotes trapped in just one week and will continue the trapping for three more weeks. Councilman Levitt expressed his concerns about the use of carbon-dioxide gas to euthanize the trapped coyotes and suggested the City lobby the State legislators to change the laws. Dave San Filippo, Critter Busters, clarified the process and method used in trapping the coyotes — regulated by state law. • Shanks moved, second by Sloan, to receive and file the update report. AYES: Deaton, Levitt, Miller, Shanks, Sloan NOES: None Motion carried CONSENT CALENDAR Sloan moved, second by Miller, to approve the recommended actions on the consent calendar as presented. Councilman Shanks indicated he will abstain on item B. AYES: Deaton, Levitt, Miller, Shanks, Sloan NOES: None Motion carried `B. Approved the Minutes of the Adjourned and Regular City Council meeting of September 8, 2014 and September 22, 2014. *C. Ratified the Demands on City Treasury.
