SUBJECT: 2014 ENVIRONMENTAL CLEANUP PROGRAM
PROJECT CIP NO. SD1501
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6526 Approving Budget Amendment
No. BA15-06-01 allocating $20,000 to the 2014 Environmental Cleanup Program
Project CIP No. SD1501, comprised of $15,000 in grant funding and $5,000 in
local matching funds.
BACKGROUND AND ANALYSIS:
The Orange County Transportation Authority's (OCTA) Environmental Cleanup
Program was approved under Orange County Measure M2 to help protect
Orange County beaches and waterways.
The Environmental Cleanup Program Tier 1 program provides grant funds to
local agencies used to mitigate the impacts of transportation-generated pollution
on overall water quality in Orange County. Projects eligible for the grants include
equipment purchases and upgrades to existing catch basins and related best
management practices such as screens, filters, inserts, and other street-scale
low flow diversion projects.
At the June 9, 2014 City Council meeting, the City Council approved the
submittal of a grant for its 2014 Environmental Cleanup Program (Project No.
SD1501) and agreed at that time to provide a required matching contribution of
$5,000. On November 5, 2014, OCTA informed the City that its grant application
was approved for an amount of $15,000.
The 2014 Environmental Cleanup Program (Project No. SD1501) consists of
replacing 50 filter inserts (DrainPacs) at various citywide catch basins that have
been identified as being potential contributors of litter, debris, and other
pollutants into the City's storm drain system and ultimately to the ocean.

The Environmental Cleanup Program Tier 1 program allows local agencies to
utilize the Orange County Vendor Master Agreements, which includes
competitive pricing for equipment and installation. The vendors that were
selected through the County's request include Bio Clean Environmental Services,
Inc., and United Storm Water, Inc.
Staff intends to utilize the services of United Storm Water, Inc. due to its
competitive pricing, extensive experience generally, and its past five years of
service to the City installing the City's existing DrainPacs. If the Council
approves the budget amendment to allocate the City's $5,000 matching share to
the $15,000 in grant funds, the City Manager will execute a purchase order to
United Storm Water, Inc. in the amount of $20,000 for the 2014 Environmental
Cleanup Program Project CIP No. SD1501. United Storm Water, Inc. will be
required to provide insurance and the proper contractor license to perform the
work.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed the proposed resolution and approved it as to
form.
FINANCIAL IMPACT:
The Grant requires a matching contribution from the local agency. A breakdown
of the financing for the project is as follows:

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING BUDGET AMENDMENT NO. BA15-06-01
ALLOCATING $20,000 TO THE 2014 ENVIRONMENTAL
CLEANUP PROGRAM PROJECT CIP NO. SD1501, COMPRISED
OF $15,000 IN GRANT FUNDING AND $5,000 IN LOCAL
MATCHING FUNDS
WHEREAS, the City of Seal Beach was successful in securing grant funds for
$15,660 from the Environmental Cleanup Program, Tier 1 for its 2014
Environmental Cleanup Program Project CIP No. SD1501 and is required by the
terrns of the grant to provide an additional $5,000 in local matching funds;
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
The Council hereby approves Budget Amendment No. BA 15-06-01 to allocate
$20,000 for the 2014 Environmental Cleanup Program Project CIP No.
SD1501as follows:
