Crumby, PE, Director of Public Works SUBJECT: BUDGET AMENDMENT FOR EMERGENCY STORM DAMAGE REPAIR WORK - EM1501 SUMMARY OF REQUEST: That the City Council approve Resolution No. 6534 approving Budget Amendment 15-07-02 to allocate $118,300 to repair both the Seal Beach Pier and beach after damage caused by Hurricane Marie. BACKGROUND AND ANALYSIS: On August 25, 2014, the City of Seal Beach experienced an unprecedented summer storm event caused by Hurricane Marie. The storm caused sea water to flow onto the public boardwalk and public streets causing damage to both. In addition, the large waves caused by the storm damaged' the pier, knocking out bracings and pile wraps. In response to Hurricane Marie, the City Manager issued a proclamation declaring a local emergency. The declaration of a local emergency empowered the City to take quick action to repair and avert further damage. The repair work included: • Post Earthworks Constructors (Post) building temporary berms up and down the beach during the storms while using pumps to help drain flooded areas of the beach. In addition, after the storm subsided, Post worked to fix the damage to the beach itself by returning the entire beach to prior storm damage conditions. • Moffatt & Nichol providing post storm pier inspection identifying the damage that occurred during the storm. • John S. Meek Construction providing post-storm repairs to the pier, including replacing missing or broken bracings, replacing and/or repairing broken or damaged pile wraps, and securing damaged pier blocking. • Staff overtime in the amount of$11,300. Agenda Item F ENVIRONMENTAL IMPACT: This proposed budget amendment is not a project under California Environmental Quality Act ("CEQA"). LEGAL ANALYSIS: The City Attorney has approved the proposed resolution as to form.
