A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF SEAL BEACH GRANTING A VARIANCE FROM THE
REDEVELOPMENT AGENCY PLAN FOR COMPACT CAR
PARKING SPACES.
THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
an application was duly filed by East Naples Land Company and
the City of Seal Beach (Seal Beach Associates), 11 Marina Drive,
for a variance from the Agency Plan for compact car parking
spaces; and
WHEREAS, the property is described as an eleven acre parcel of land
bounded by Marina Drive, First Street, Oakwood Garden Apartments
and the San Gabriel River Channel, commonly known as 11 Marina
Drive; and
WHEREAS,
WHEREAS, the proposal is to redevelop the existing Seal Beach Trailer
Park into a 140 space mobile home park and into 80 townhouses
(UUP-1-77, PUD-2-77, Tentative Tract Map 9782); and
WHEREAS, in conjunction with UUP-1-77, it is proposed to provide 35%
of the parking spaces as compact car parking which requires
variance from Sec. 513 of the Agency Plan; and
WHEREAS, the Redevelopment Agency makes the following findings regarding
the variance:
1. The intent of the development is to provide permanent low
cost housing for persons of low and moderate income levels
in the mobile home park.
2. The uses proposed and proposed densi.ty are consistent with
the City's General Plan, zoning ordinance, Redevelopment
Agency Plan, and subdivision ordinance.
3. An Environmental Impact Report has been prepared on the
project which showed no adverse impacts which cannot be
mftigated.
4. The development substantially upgrades an older substandard
trailer park.
5. The development meets all the minimum requirements of the
Redevelopment Agency Plan except for compact car parking.
6, The inclusion of 35% compact car parking is warranted due
to the size and nature of the project.
7. Compact car parking spaces are warranted due to the trend
toward smaller automobiles.
8. The application of certain provisions of the Plan would
result in practicable difficulties or unnecessary hardships
inconsistent with the general purpose and intent of the Plan.
9. There are exceptional circumstances or conditions applicable
to the property or to the intended development of the
property which do not generally apply to other properties
having the same standards, restrictions, and controls.

10. Permitting a variation will not be materially detrimental
to the public welfare or injurious to property or improvements
in the area.

11. Permitting a variation will not be contrary to the
objectives of the Plan.
NOW, THEREFORE, BE IT RESOLVED that the Redevelopment Agency of the
City of Seal Beach does hereby approve the variance for compact car
parking.
