Ingram, City Manager FROM: Jim Basham, Director of Community Development/ Community Services SUBJECT: COMMUNITY AQUATICS CENTER FEASIBILITY STUDY UPDATE BACKGROUND AND ANALYSIS: On September 8, 2014, the City of Seal Beach entered into a professional services agreement with Westberg and White for preparation of a feasibility study, preliminary site design, and environmental assessment for a community aquatics center. As part of the scope of services, Westberg and White were tasked with creating a public outreach process that would engage the community through social media methods. "Swim Seal Beach" was branded in an effort to encourage the community to participate in the planning process for a new aquatics center. On January 12, 2015, the City launched the website www.swimseaIbeach.com as the first step in public outreach engagement. Currently, over 1,800 users have accessed the website and offered suggestions on site locations and community pool activities. Over 77% of the visitors that visited the website were registered as Seal Beach residents. As a result of the input collected from the website, the consulting team and staff were able to focus on crafting a vision statement. Essentially, a vision statement is defined as an aspirational goal that provides a framework for future strategic planning. The vision statement does not provide a roadmap for how a project will be completed, rather articulates the goals that the final project will accomplish. The following vision statement was drafted for the community aquatics center: "Swim Seal Beach! A Community Oriented Aquatics Center that meets the Multi-Generational Aquatic Programming Needs for Fitness, Education, Recreation, Leisure and Competition. Is Fiscally Sustainable and has Community-Wide Accessibility."
