RECREATION & PARKS COMMISSION HELD JANUARY 28, 2015
I. CALL TO ORDER
The regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6:05 p.m. by Chair Sustarsic in the City Council Chambers, 211 8th
Street, Seal Beach.
II. ROLL CALL
Present: Chair Sustarsic
Commissioners Bennett, Hayes, Bittner and Sosenko
Also present: Tim Kelsey, Recreation Manager
III. APPROVAL OF AGENDA
Commissioner Bennett moved, Commissioner Sosenko seconded, and the motion
carried unanimously, that the Commission approve the agenda as submitted.
IV. ORAL COMMUNICATIONS
Chair Sustarsic opened Oral Communications. There being no speakers, Chair
Sustarsic closed Oral Communications.
V. CONSENT CALENDAR
Commissioner Sosenko moved, Commissioner Bennett seconded, and the motion
carried unanimously, that the Commission approve the Consent Calendar.

VI. SCHEDULED MATTERS
2. Proposed Zoeter Park Remodel
Tim Kelsey introduced the item as it had been presented to the City for an
upgrade and remodel to Zoeter Field located at 13th and Landing. Mr. Kelsey
introduced members of Trees for Seal Beach who prepared the plan to present to
the commission. Trees for Seal Beach members presented that they would like
to remodel the existing Zoeter Field and rename it after Bob Welch a local
resident that recently based away. It was also presented that the park would
plan would include a 9 inning exercise area on the extension park located outside
of the field area of the park.
Commissioner Bennett asked if any residents or merchants in the area had been
asked about the proposed remodel. Representatives from Trees for Seal Beach
responded that they had not talked to residents but they had talked to the local
merchants and that the merchants directly adjacent to the park would be
supportive of the project.
Tim Kelsey informed the commission that the possible park remodel could
possibly create a parking issue if the improvements were to draw more people to
the facility.
The commission inquired about use of the facility by groups. Mr. Kelsey
responded that the field is rented by a number of groups including lacrosse,
softball and soccer. However the City has had an ongoing issue with bandit use
of facilities that the department is in the process of addressing with the users.
3. Reorganization of the Recreation and Parks Commission — Election of
Chairperson and Vice Chairperson for 2015
Chairperson Sustarsic moved and Commission Bennett seconded to nominate
Commissioner Sosenko as chair. The motion carried unanimously.
Chairperson Sustarsic moved and Commissioner Sosenko seconded to
nominate Commissioner Bennett as vice-chair. The motion carried unanimously.
VII. STAFF CONCERNS
Chair Sustarsic opened Staff Concerns. Tim Kelsey reported an update on the
Aquatics Feasibility Study and the ongoing effort of Swim Seal Beach. He also
provided an update on the current traffic of the website and statistics of users.
VIII. COMMISSION CONCERNS
Chair Sustarsic opened Commission Concerns.
Commissioner Bennett commented on a palm tree that has grown into the street
on 5t" Street that could possible block the stop sign from street view.
Commissioner Sustarsic asked about the removal trees at Almond Park. She
stated that the trees removed provided shade and she inquired if the trees would
be replaced through the memorial tree program or if they would be replaced
through another program. Tim Kelsey informed her that replacing the trees would
be reviewed by the City's Public Works Department.
IX. ADJOURNMENT
The meeting was adjourned at 7:20 p.m. The Commission adjourned to a meeting
to be held on Wednesday, February 25, 2015 at 6:00 p.m.
