SUBJECT: NAVAL WEAPONS STATION SEAL BEACH JOINT
LAND USE STUDY
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6546 agreeing to be the local sponsor
of, and participate in, the preparation of the Naval Weapons Station Seal Beach
Joint Land Use Study.
BACKGROUND AND ANALYSIS:
The Department of Defense has a long and successful history of working
together with communities throughout the nation to provide a more secure
environment. In order to improve this endeavor, Congress authorized the
Department of Defense to make available community planning assistance grants
to state and local government to help integrate military installations and
operations into local government long-term planning programs.
The Joint Land Use Study (JLUS) program is a basic planning process designed
to address on-going military operations and programs that may encroach upon or
be incompatible with local community land use planning and provide
recommendations to balance the interest of both community and military needs.
The JLUS is an excellent tool to bridge the partnership and maintain a positive
relationship with local governments so that both entities may successfully co-
exist.
Staff partnered with City of Long Beach and Naval Weapons Station Seal Beach
(NWSSB) representatives and made a nomination to the Office of Economic
Adjustment (OEA) who oversees the JLUS program. OEA and NWSSB met with
the City of Seal Beach and Long Beach staff and determined that the NWSSB
and the neighboring communities would be good candidates for a land use and
compatibility study.
The City of Seal Beach is primarily focused on seeking federal grant funds to
prepare technical studies that would support the need for federal assistance with
the sand replenishment program. The JLUS is an effective tool to discuss
environmental degradation that resulted from the creation of the Anaheim Bay

jetties in the 1940's and potential solutions including federal partnerships to
alleviate the City's continuous cost to replenish a natural resource.
ENVIRONMENTAL IMPACT:
The submittal of an application and participation in the JLUS process does not
constitute a project and therefore is exempt from the State of California
Environmental Quality Act (CEQA) Guidelines pursuant to Section 15060.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved the Resolution as to form.
FINANCIAL IMPACT:
If awarded grant funds from the Office of Economic Adjustment for the
preparation of a Joint Land Use Study, the participating jurisdictions will be
required to provide 10% in matching funds. The 10% percent match will be
provided through staff time and effort to assist in the project.
RECOMMENDATION:
That the City Council adopt Resolution No. 6546 agreeing to be the local sponsor
of, and participate in, the preparation of the Naval Weapons Station Seal Beach
Joint Land Use Study.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
AGREEING TO BE THE LOCAL SPONSOR OF AND
PARTICIPATE IN THE PREPARATION OF A JOINT LAND
USE STUDY FOR THE NAVAL WEAPONS STATION
SEAL BEACH
WHEREAS, the Department of the Navy has nominated Naval Weapons Station Seal
Beach for a Joint Land Use Study ("JLUS") to coordinate future planning efforts of its
operations and surrounding local governments; and
WHEREAS, a JLUS is a community-driven, cooperative land use planning effort
between a military installation and the surrounding communities undertaken to ensure
that civilian growth and development is compatible with the training and operational
missions of the installation and to reduce operational impacts on surrounding
communities; and
WHEREAS, the City of Seal Beach recognizes that its participation in the preparation of
the Naval Weapons Seal Beach JLUS will benefit the health, safety, and welfare of the
residents of Seal Beach and more specifically the residents of the communities that are
adjacent to the Naval Weapons Station Seal Beach;
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. The City agrees to be the local sponsor of, participate in, and partner with
the City of Long Beach in the development of the Naval Weapons Station Seal Beach
JLUS.
SECTION 2. The City agrees to appoint a representative to the Naval Weapons Station
Seal Beach JLUS policy committee, and to work with the City of Long Beach to
determine members of the policy committee.
SECTION 3. The City agrees to consider funding, through in-kind support, its local
matching share of the required 10% non-federal contribution to the cost of the JLUS
once determined by the policy committee.
SECTION 4. The City agrees to consider in implementation of the Naval Weapons Seal
Beach JLUS to ensure compatible land use and development in the areas surrounding
Naval Weapons Station Seal Beach and the Long Beach Breakwater.
SECTION 5. The City Clerk shall certify as to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED by the Seal Beach City Council at a regular
meeting held on the 23rd day of March, 2015 by the following vote:
