RF:SOLUTION NUMBER 2-68
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF SEAT, BEACH FORMULATING AND APPROVING A
PRELIMINARY PLAN FOR THE RIVERFRONT DEVELOPMENT.
WHEREAS,
pursuant to the California Community Redevelopment Law,
the City Council of the City of Seal Beach, by its
Resolution Number 1702, authorized the City Planning
Commission and the Redevelopment Agency of the City of
Seal Beach, California, to formulate and submit the
Preliminary Plan to the Redevelopment Agency; and
WHEREAS, this preliminary plan is needed for preparation of an
official redevelopment plan for the proposed Riverfront
Redevelopment Project; and
WHEREAS, the Planning Commission of the City of Seal Beach, by
its Resolution Number 256, has approved a preliminary
plan for the Riverfront Redevelopment Project. attached
hereto and incorporated herein as "Exhibit A"; and
WHEREAS, the Secretary of the Planning Commission was authorized
by the Planning Commission of the City of Seal Beach to
submit such preliminary plan to the Redevelopment Agency
for approval.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The preliminary plan closely approximates the General
Plan of the City of Seal Beach as required by the California
Redevelopment Law.
2. The Redevelopment Agency of the City of Seal Beach
hereby approves the "Preliminary Plan" attached hereto as "Exhibit
'A" and incorporated herein.
PASSED, APPROVED, AND ADOPTED at a meeting of the Redevelopment
Agency on the 21st day of October, 1968. by the following vote:

3. The City Council by its Resolution No. 1702 directed the City Planning
Commission to formulate a prelimi~ary plen for the redevelopment of the
proposed project in c~opcration with The Redevelopment Agency of the City
of Seal Beach, and to sl1b~1it the preliminary plan to the Agency for the
preparation of an official redevelorment plan for the proposed project.

I. DESCRIPTION OF THE BOUNDARIES OF THE RIVERFRONT REDEVELOPMENT PROJECT
AREA.
The boundaries of the Riverfront Redevelopment Project are as shown on
the Preliminary Plan Map attached hereto as Exhibit "A".
II. GENERAL STATEMENT OF PROPOSED LAND USES
As a basis for the redevelopment of the Riverfront Redevelopment Project
Area, it is proposed that, in general, the land uses be'as depicted on the
Preliminary Plan Map (Exhibit A), and as follows:
(1) Single family dwellings, some combined with, or adjacent to recre-
ational areas.
(2) Multifamily dwellings .with customary accessory uses.
(3) Parking facilities serving the various proposed uses in the area.
Garage roofs may be used for customer and visitor parking. It is
proposed that garage roofs not so used'where,applieib1e,slaid"be

(4) Parking - iandscaping areas serving nearby commercial and recre-
ational uses.
(5) Recreation snd park facilities.
(6) Accessory neighborhood commercial facilities.
(7) Local besuty spots.
(8) City service facilities.
III. GENERAL STATEMENT OF PROPOSED LAYOUT OF PRINCIPAL STREETS
As a basis for the redevelopment of the Riverfront Redevelopment
Project Area, it is proposed that, in general, streets in the
project area be retained with the follOWing modifications.
(1) First Street extended northeastward across and along the
Humble and Department of Power and Water (DPW) parcels as
a major highway linking the proposed Pacific Coast Freeway
at the northern boundary of this redevelopment project.
(2) A possible frontage road immediately south of the Pacific Coast
Freeway along the northerly boundary of the project.
(3) The stub end of Ocean Avenue northwest of First Street may be
vacated, all or in part.
(4) Electric Avenue, all or in part, may be redesignated from a
secondary highway to a lower intensity thoroughfare with
partial vacations.
IV.
GENERAL STATEMENT OF PROPOSED POPULATION DENSITIES
It is proposed that in general the population densities in the
Project Area be as follows:
Low Densitv: Residential densities from three to nine units per net acre.
Medium Densitv: Residential densities from ten to thirty-n1ne units per
net acre.
HiRh Densitv: Residential densities from forty to eighty units per
net acre.,

V. GENERAL STATEMENT OF THE PROPOSED BUILDING INTENSITIES
As a basis for the redevelopment of the Riverfront Redevelopment Project
Area, it is proposed that, in general, the building intensity be con-
trolled by limits on:
(1) The percentage of ground area covered by buildings (land coverage).
(2) The ratio of the total floor area for all stories of the buildings
to areas of the building sites (floor area ratio).
(3) The size and location of the buildable areas on building sites, ,~'
(4) The heights of buildings.
The land coverage, sizes and location of buildable areas shall be
limited to provide adequate open spaces.
VI.
GENERAL STATEMENT OF THE PROPOSED BUILDING STANDARDS
I
As a basis for the redevelopment of the Riverfront Redevelopment Project
Area, it is proposed that, in general, the building standards should con-
form to the building requirements of applicable State statutes and
local codes.
VII. ATTAINMENT OF THE PURPOSES OF THE CALIFORNIA COMMUNITY REDEVELOPMENT LAW
The purposes of the California Community Redevelopment Law would be
attained by the proposed redevelopment through:
(1) Reclaiming land characterized by poor planning, subdividing, shifting
of uses, lot layout, street inadequacy, frequently submerged areas,
poor sanitation facilities and soil problems.
(2) Such restoration will bring this vacant land into social & economic
use and thus improve the tax base for all taxing agencies in this
vicinity.
VIII..CONFORMANCE TO THE MASTER PLAN OF THE CITY
The proposed redevelopment conforms to the Master Plan of the City.
The Master Plan for this area, as contained in all currently approved
master plan elements as well as revisions under study, indicates
a general pattern of:

(1) Recreational use combined with sufficient parking - landscape areas
to meet the needs of such facilities.
(2) A range of residential denSities, generally increasing with
proximity to the ocean
(3) Accessory highway commercial use along Pacific Coast Highway.
This Preliminary Plan for the Riverfront Redevelopment Project
proposes a similar pattern of land uses and includes all highways and
public facilities indicated by the master plan.
