HomeMy WebLinkAboutRDA Res 70-7 1970-12-21 .' 1 1 1 .- '. ~ ...., " RESOLUTION NUMBER 70-7 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH RECOMMENDING ACTION ON CITY COUNCIL RESOLUTION NUMBER 1923 BE DELAYED BY THE CITY COUNCIL, AND MAKING A STATEMENT OF POLICY OF THE REDEVELOPMENT AGENCY. WHEREAS, City Council Resolution Number 1923 urged the Redevelop- ment Agency to return those monies owed the city of Seal Beach as funds become availablel and WHEREAS, Said Resolution was presented to the Redevelopment Agency at its regular meeting of December 14, 19701 and WHEREAS, The Redevelopment Agency, in its role of helping to shape the future of Seal Beach, feels that a policy statement concerning the role of the Agency would assist the City Council in its formulation of community goalsl and WHEREAS, The City of Seal Beach has expressed concern regarding the problems of financing needed capital improvements especially in the older section of the CitYl NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH HEREBY RESOLVES: Section 1. The Redevelopment Agency can be a viable tool in objectively controlling and determining the orderly improvement for the growth of the City of Seal Beach. Section 2. The Redevelopment Agency can be used as a means for financing certain capital improvements for public use such as: A. Major repairs to the sewage treatment plant or relocation of same 1 B. Park development on vacant properties within the Redevelopment project Area such as the former Pacific Electric Right of WaYl C. Request for financial assistance to the Seal Beach School District to develop its capital improvement programl and D. Other major improvements as may be needed such as connective "cut-throughs" on the P.acific'Electric~Righ~-of,Way. Section 3. That the City of Seal Beach has invested substantial sums of money toward studies and formation of the Redevelopment Agency and only now is realizing tax increments with which to finance such major improvements as mentioned in Section 2 that will benefit the City of Seal Beach without adding burdens to the taxpayers within the city. Section 4. That the City Council has appointed twenty-one citizens of the city to serve on the General Plan Review Committee, plus previous Ad Hoc Committee action on the Pacific Electric Right of Way studies, which will ultimately update the City's General Plan to determine immediate and future goals and developments of the Community for which the Redevelopment Agency can be a useful participant. . , . . 1 1 1 . Section 5. That until the final report of the General Plan Review Committee is filed with the City council, any repayment of Redevelopment Agency debts to the city would be premature and vIrtually preclude effective use of the Redevelopment Agency for city improvements at any future date. Section 6. That the city Council be given a copy of this Resolution at a regular meeting. B olonies in the eppl'oximate amount of $175,242 have been advanced to the Redevelopment Agency of the City of Seal Beach by the City of Seal Beach; and as a result of improvements made to properties located within the Agency's jurisdiction and the concurrent advantageous tax incr~nent, approximately ~107,000 shall accrue to said Agency during fiscal year 1970-7~; and WlIERZAS, payment of no less tllan $100,000 to said City by said RedevelopRent Agency during fiscal year 1970-71 is determined to be in the best interest of both agencies; and lI'HEREAS, paYlnent of the remaining balance mmd said City during fiscal year 1971-72 is further determined to be in the best interest of both agencies; NO\~, THEREFOr-E, BE IT RESOLVED that the City Council of the City of Seal Beadl docs urge 'the RedevelopJnent Agency of said ctty to return those monies o\'led said City as tax incrcILlcnt funds become available.
