WHEREAS, The Redevelopment Agency of Seal Beach was formed on February 20, 1967, under the Community Redevelop- ment Law of the State of Californial and WHEREAS, Under the provisions of the Community Redevelopment Law, tax increments are diverted from certain taxing agencies 1 and WHEREAS, Diversion of tax increments from taxing agencies to the Redevelopment Agency of Seal Beach has caused such agencies to be deprived of tax revenuesl NOW, THEREFORE, BE IT RESOLVED: 1. That the Redevelopment Agency of Seal Beach take the necessary action to dissolve the Agency at their regular meeting of March 8, 1971. 2. That the Agency submit to the city Council a resolution recommending to the City Council the dissolution of the Agency. 3. That the City Council shall assume all debts and obligations held by the Agency to the date of dissolution and all tax and other revenues due the Agency during the 1970-71 tax year shall be used to repay the city of Seal Beach for funds advanced by the city to the Agency. RESOLUTION NUMBER 71-7 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF SEAL BEACH WHEREAS, the Redevelopment Agency of Seal Beach will receive tax increments during fiscal year 1970-71 in excess of $100,000, and in larger amounts in future fiscal years 1 and WHEREAS, it is the desire of the Redevelopment Agency to finance needed capital improvements for the benefit of Seal Beach residentsl NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF SEAL BEACH hereby resolves as follows: 1. The Executive Director, Agency Legal Counsel, and Agency Special Counsel are hereby directed to negotiate and prepare an agreement with the Seal Beach School District to pay in lump sum or in annual amounts to such school district the costs of land and improvements to the extent such land and improvements are of benefit to the Redevelopment project and not to exceed in any year an amount equal to the amount of tax increments withheld from such school district in any such year. 2. Such contract shall, if possible, be returned to the Agency Members for consideration at the regular Agency meeting of March 22, 1971. 3. The Executive Director, Agency Legal Counsel, and Agency Special Counsel are hereby directed to negotiate and prepare an Agreement with the O'Sullivan Family and the Southern Pacific Railway Company to purchase their properties 6n the Pacific Electric Right of Way to be used by the city for public use. 4. The Redevelopment Agency hereby expresses its desire and intent that the Redevelopment Plan be implemented (or if necessary, be amended) to require development of the Project Area at low density or for public use as to those areas not yet developed and as to those areas for which a building permit has not been issued. 5. It is the desire and intent of the Redevelopment Agency that after full payment of all Agency debts, the tax increments be thereafter released to the taxing agencies and the Agency thereafter be dissolved forthwith.
