RESOLUTION NUMBER 71-8
A RESOLUTION OF THE SEAL BEACH REPEVELOPMENT
AGENCY APPROVING AN AGREEMENT BETWEEN THE
SEAL BEACH SCHOOL DISTRICT AND THE SEAL BEACH
REDEVELOPMENT AGENCY.
WHEREAS, The Redevelopment Agency desires to enter into an
Agreement with the Seal Beach School District regarding payment
for the installation and construction of district improvements
of benefit to the Riverfront Project Area,
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. It is hereby determined that at least $150,000
of the cost of the buildings, facilities, structures,
and other improvements of the McGaugh Intermediate
School and the Zoeter Elementary School is of bene-
fit to the Project Area.
2. The Agreement attached hereto as Exhibit "A"
is hereby approved and the Executive Director-
Secretary of the Redevelopment Agency is hereby
authorized to sign and execute the Agreement for
the Agency if and when the City Council of the
city of Seal Beach approves the Agreement.
PASSED, APPROVED, AND ADOPTED by the Seal Beach Redevelopment
Agency at a meeting thereof held on the 10th day of May, 1971,
by the following vote:

This Agreement is ent,ered into this 10th day of May
1971 by and between the REDEVELOPMENT AGENCY OF SE^L BEACH
("Agtncy") and the SEAL 13E1\CH SCHOOJ, D:rS'I'RICT ("District"),
,
RECI'I'ALS:
1. ' 'I'he Agency is carrying out: the Riverfront Redevelopment
Project pursuant to ,a redevelopment plan ~dopted by the City Coun-
cil of the City of Seal Beach,
2. 'I'he Ri verfront Redevelopment Project area includes a
portion of the same area included in the Dis~rict's boundaries,
3, The private development taking place and to take place
in the Project ar~c is increasing the population of children WDO
are or will be attending the schools of the District, and that such
population in the Project area has already been increased by 60.
4. The District has completed the installation and const:ruc-
tion of buildings, facilities, structures, and other improvements
o''''ned by the District and of benefit to the Project area at, the
McGaugh Intermediate School and the Zoeter Element.ary School. The
facilities at these schools are used not only for formal education-
al purposes for children but also for community-wide purposes, in-
cluding but not limited to recreation, athletics, adult education,
nursery schools, clubs, cultural acli vi ties, public meetings, If'arn-
ing resources, charity events, etc.
!), All of the educational and other uses c.re of great and
direct benefit to the Project area and are provided without fee or
charge to the public, the City, or the ]I,gC'ncYl and, moreover, un'tiJ
the debts of the Project are puid the property 'taxes levied em any
increase in assessed valuation in the Project area will go to the
Agency. Such free use of District buildil1l]s and services i,:;
unusual and of great tenefit to the Project area,
6. The Agency as permitted by law desires to pay part of
the value of the cost to the District of the ills1:allatlon and COI1-
st:ruction of the ~lcGaugh and Zoeter schools, particularly with re-
liltiOllship to such (:ommuni ty-wide facilities as the Learning
Rp-source Center, flocdlighting of the baseball field, and handball
courts.
ThE AGENCY AND ~~I1E DISTRICT HEREBY J'.GREE AS FOLLOWS:
1. The Agency and the District agree that the District has
installed and constructc,d buildings, fucilities, structures, and
other improvements of Lenefit to the Project area in excess of
$150,000.

4. The District agrees to continue 1..0 provide the services
referred to in Recital No. 4 of this Agreement without charge to
the public, the Agency, and the City until June 1, 1975.
,5, The Agency and the District agree that if the Agency
is dissolved, if the t:edevelopment Project is terminated, or if
no tax increments are lvi thheld, the debt of the Agency establi:;;hed
by this Agreement is cancelled.
6, The Agency and the District agree that on or before
June 1, 1976 the Agency and the District will negotiate for a
further agreement regarding school district activities of benefit
to the Project and the further use of tax increments by the l\gency.
7, This Agreement is subject to approval by the City Council
of the City of Seal Beach.
