ORAL COMMUNICATIONS
At this time members of the public may address the Council regarding any items within the
subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot
discuss or take action on any items not on the agenda unless authorized by law. Matters not on
the agenda may, at the Council's discretion, be referred to the City Manager and placed on a
future agenda.
Those members of the public wishing to speak are asked to come forward to the microphone and
state their name for the record. All speakers will be limited to a period of 5 minutes. Any
documents for review should be presented to the City Clerk for distribution.

A point has been reached where, in the opinion of the Seal Beach City
Council on the advice of its legal counsel, based on existing facts and

A. Minutes of the Regular City Council meeting of April 13, 2015 —
Approve by minute order.
B. Demands on City Treasury — Ratification.
Warrants: 107854-107964 $ 442,645.92 Year-to-Date: $24,619,393.58
Payroll: Direct Deposits &Checks $ 456,140.03 Year-to-Date: $10,548,857.61
Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals.
C. Monthly Investment Report — March 2015 — Receive and file.
D. Appointments to the Seal Beach Audit Committee — Approve
Resolution No. 6551 confirming the appointments to the Seal Beach
Audit Committee.
E. Emergency Repair of West-End Storm Water Pump Station — Notice
of Completion — Adopt Resolution No. 6552 accepting the emergency
repair of the West-End Storm Water Pump Station by Southern
Contracting Company, Inc. in the amount of $84,825; and approving
Budget Amendment BA 15-10-02 allocating $84,825 for the replacement
of a variable frequency drive at the City's West-End Storm Water Pump
Station; and directing the City Clerk to file a "Notice of Completion" with
the Orange County Clerk-Recorder within ten (10) days from the date of
acceptance and to release retention in 35 days.
F. Amendment to the Waste Disposal Agreement with the County of
Orange — Adopt Resolution No. 6553 approving an Amendment to the
2009 Waste Disposal Agreement (WDA) with the County of Orange and
authorizing the City Manager to execute the Agreement.
G. City Clerk Appointment — Second reading of Ordinance No. 1645,
which would vest the power to appoint the City Clerk in the City Manager.
