RESOLUTION NUMBER 71-11
A RESOLUTION OF THE SEAL BEACH REDEVELOPMENT
AGENCY RECOMMENDING CERTAIN POLICIES FOR
DEVELOPMENT WITHIN THE AREA OF THE RIVERFRONT
REDEVELOPMENT PROJECT AREA, AND PROVIDING A
PRELIMINARY PLAN OF FINANCING PROJECTS WITHIN
THE RIVERFRONT REDEVELOPMENT PROJECT AREA.
WHEREAS, The Redevelopment Agency has been directed by the
City Council to review and consider the goals to be achieved
by the AgencYl and
WHEREAS, The Agency has reviewed the reports and studies sub-
mitted by various committees regarding the projectl and
WHEREAS, The Agency has reviewed finance methods available to
accomplish the purposes of the Plan,
NOW, THEREFORE, BE IT RESOLVED that the Seal Beach Redevelopment
Agency recommends the goals and projects as outlined in Exhibit
"A", attached hereto, and respectfully submit these to the
Seal Beach city Council for their consideration.
BE IT FURTHER RESOLVED that Exhibit "B" (Finance Summary)
attached hereto, becomes a part of this resolution as a matter
of information,

EXHIBIT "Au
The Seal Beach Redevelopment Agency, in response to their direction
from the city council has reviewed, studied, and discussed its role
in the development of the city,
The Agency deems it appropriate to recommend to the city council
certain policies which will help to guide the future of the River-
front Redevelopment Project area and set forth the Agency's reasons
tlierefor:
1. There is a necessity to provide improved sewerage
facilities and the Riverfront Redevelopment project
Area will receive direct benefit from such facilities.
The city council and Sanitation District Number Four
of Orange County have reviewed alternatives for pro-
viding sewerage facilities and the Agency should finan-
cially participate in the project as it is finally
determined, The Financial Summary, attached he~eto,
tentatively establishes the Agency's financial contri-
bution to such a project.
2. The Agency deems certain capital projects con-
structed by the Seal Beach Elementary School District
to be a direct benefit to the Riverfront Redevelopment
Agency Area and recommend that the amount shown in the
Financial Summary be contributed by the Agency for
such projects.
3, The Agency has reviewed and considered the various
committee reports and plans submitted during the past
five years as pertains to land use along the Pacific
Electric right of way. The Agency suggests that the
best use of this land is open space/recreation and
public uses. The Agency suggests that it is in the
best public interest to acquire this land for the city
as soon as possible in order to assure that the improve-
ments will be in keeping with the suggested goals.
4, The Agency will, in every way possible, assist in
investigation and submitting application for federal and
state funds for acquisition and improvement of land
within the Project Area.
5. The Agency looks forward to cooperating with the
city Council and other Boards and commissions, and
anticipates achieving the objectives of the Agency in
a period of less than fifteen years,
