Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters not on the agenda may, at the Council's discretion, be referred to the City Manager and placed on a future agenda. Those members of the public wishing to speak are asked to come forward to the microphone and state their name for the record. All speakers will be limited to a period of 5 minutes. CONSENT CALENDAR Items on the consent calendar are considered to be routine and are enacted by a single motion with the exception of items removed by Council Members. A. Minutes of the Regular City Council meeting of April 27, 2015 — Approve by minute order. Monday, May 11, 2015 B. Demands on City Treasury — Ratification. Warrants: 107965 - 108190 $ 1,490,081.40 Year-to-Date: $26,109,474.98 Payroll: Direct Deposits &Checks $ 485,699.30 Year-to-Date: $11,034,556.91 Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals. C. 2014 Environmental Cleanup Program Project No. SD1501 — Notice of Completion — Adopt Resolution No. 6554 accepting 2014 Environmental Cleanup Program Project No. SD1501 by United Storm Water, Inc. in the amount of $8,538.23 and direct the City Clerk to file a "Notice of Completion" with the Orange County Clerk-Recorder within ten (10) days from the date of acceptance and to release retention in 35 days. D. Agreement to Transfer Property or Funds for FY 2015 Homeland Security Grant Program ("HSGP") Purposes — Adopt Resolution No. 6555 allowing the City of Seal Beach to enter into an Agreement to Transfer Property or Funds for 2014 Homeland Security Grant Program Purposes ("Agreement") which will transfer equipment, technology, or services from the County of Orange ("County") to the City to enhance county-wide emergency preparedness. The City Manager will be authorized to execute any actions necessary for the purpose of obtaining federal financial assistance provided by the Department of Homeland Security ("DHS")/Federal Emergency Management Agency ("FEMA") and sub-granted through the State of California, California Governor's Office of Emergency Services and the County on behalf of the City of Seal Beach. A Request to Amend the Seal Beach Municipal Code Pertaining to Amplified Entertainment — Determine whether to initiate an amendment to the Zoning Ordinance to allow amplified entertainment subject to certain regulations. G. A Request to Amend the Seal Beach Municipal Code Pertaining to Residential Development Standards — Determine whether to initiate an amendment to the Zoning Ordinance to amend residential development standards to clarify that residential construction in the RHD-20 zone in Old Town is limited to two stories.
