SUBJECT: 2014 ENVIRONMENTAL CLEANUP PROGRAM
PROJECT NO. SD1501 - NOTICE OF COMPLETION
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6554:
1. Accepting 2014 Environmental Cleanup Program Project No. SD1501 by
United Storm Water, Inc. in the amount of$8,538.23; and
2. Direct the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within ten (10) days from the date of acceptance
and to release retention in 35 days.
BACKGROUND AND ANALYSIS:
The Orange County Transportation Authority's (OCTA) Environmental Cleanup
Program was approved under Orange County Measure M2 to help protect
Orange County beaches and waterways.
The Environmental Cleanup Program (ECP) Tier 1 (Grant) provides grant funds
to local agencies used to improve overall water quality in Orange County from
transportation-generated pollution. Projects eligible for the Grant include
equipment purchases and upgrades to existing catch basins and related best
management practices such as screens, filters, inserts, and other street-scale
low-flow diversion projects.
The 2014 Environmental Cleanup Program Project No. SD1501 consisted of
installing 18 filter inserts (DrainPacs) at various City-wide catch basin locations.
These locations have been identified as being potential contributors of litter,
debris, and other pollutants which could enter into the City's storm drain system
and drain to the ocean. Installing the DrainPacs treats urban runoff before
entering the municipal storm drain system.

At the June 9, 2014 City Council meeting, the City Council approved Resolution
No. 6471 allowing staff to apply for the Grant. In addition, the resolution stated
that, if awarded, the City will commit to the required matching contribution of
$5,000.
At the December 8, 2014 City Council meeting, the City Council approved
Resolution No. 6526 authorizing a purchase order to United Storm Water, Inc. in
the amount of $20,000 for the 2014 Environmental Cleanup Program Project No.
SD1501.
The project is now complete to the satisfaction of the City Engineer. The project
was inspected and it meets all standards and requirements within the project
specifications. It is required to formally accept the project and file a notice of
completion with the Orange County Clerk.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed this item and approved as to form.
FINANCIAL IMPACT:
On December 8, 2014, the City Council approved Budget Amendment No.
BA15-06-01 allocating $20,000 for the required local Grant match. The amount
paid to United Storm Water, Inc. for construction is $8,538.23.
RECOMMENDATION:
That the City Council adopt Resolution No. 6554;
1. Accepting 2014 Environmental Cleanup Program Project No. SD1501 by
United Storm Water, Inc. in the amount of$8,538.23; and
2. Direct the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within ten (10) days from the date of acceptance
and to release retention in 35 days.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR 2014 ENVIRONMENTAL CLEANUP
PROGRAM PROJECT NO. SD1501
WHEREAS, on December 8, 2014 the City of Seal Beach selected United Storm
Water, Inc. to install filter inserts (DrainPacs)at various City-wide locations.; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1, That the work required to be performed by United Storm Water,
Inc. in the amount of $8,538.23 is accepted as substantially
complete per contract documents for the 2014 Environmental
Cleanup Program Project No. SD1501; and
Section 3. That a "Notice of Completion" be filed on behalf of the City in the
Office of the Orange County Recorder within 10 days of the date of
this resolution.
