ORAL COMMUNICATIONS
At this time members of the public may address the Council regarding any items within the
subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot
discuss or take action on any items not on the agenda unless authorized by law. Matters not on
the agenda may, at the Council's discretion, be referred to the City Manager and placed on a
future agenda.
Those members of the public wishing to speak are asked to come forward to the microphone and
state their name for the record. All speakers will be limited to a period of 5 minutes. Any
documents for review should be presented to the City Clerk for distribution.

A point has been reached where, in the opinion of the Seal Beach City
Council on the advice of its legal counsel, based on existing facts and
circumstances, there is a significant exposure to litigation against the
City (2 cases).

CONSENT CALENDAR

A. Minutes of the Regular City Council meeting of May 11, 2015 —
Approve by minute order.
B. Demands on City Treasury — Ratification.
Warrants: 108191 - 108359 $ 592,511.91 Year-to-Date: $26,701,986.89
Payroll: Direct Deposits &Checks $ 477,678.98 Year-to-Date: $11,512,235.89
Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals.
C. Monthly Investment Report —April 2015 — Receive and file.
D. Notice of Completion for 2015 Annual Slurry Seal Project
No. ST1501 — Adopt Resolution No. 6556 accepting the 2015 Annual
Slurry Seal Project No. ST1501 by Doug Martin Contracting Co., Inc. in
the amount of $56,542.96 and directing the City Clerk to file a "Notice of
Completion" with the Orange County Clerk-Recorder within ten (10) days
from the date of acceptance and to release retention in 35 days.
E. Notice of Completion for 2015 Annual Concrete Repair Program
Project No. ST1504 — Adopt Resolution No. 6557 accepting the 2015
Annual Concrete Repair Program Project No. ST1504 by Golden State
Constructors, Inc. in the amount of $46,828.90 and directing the City
Clerk to file a "Notice of Completion" with the Orange County Clerk-
Recorder within ten (10) days from the date of acceptance and to release
retention in 35 days.
F. Adoption of a Resolution Supporting Senate Constitutional
Amendment 2 to Prohibit Banning the U.S. Flag on State-Funded
College Campuses in California — Adopt Resolution No. 6558
supporting Senate Constitutional Amendment 2, introduced by State
Senator Janet Nguyen, to prohibit banning the U.S. flag on state-funded
college campuses in California.
G. Street Lighting Assessment District — Adopt the attached resolutions
1) initiating the annual levy of the street lighting assessment, 2) setting the
date for the public hearing for June 22, 2015, and 3) approving the
Engineer's Report.

Pointe) — Adopt Resolution No. 6562 authorizing the issuance of
Community Facilities District No. 2002-01 (Heron Pointe) 2015 Special
Tax Refunding Bonds (the "Refunding Bonds") and approving related
documents and actions.
ADJOURNMENT
Adjourn the City Council to Thursday, June 4, 2015 at 5:30 p.m. to meet for a
Budget Study Session in the Council Chambers.
