SUMMARY OF REQUEST:
That the City Council approve the minutes for the regular meeting of the City
Council held on May 26, 2015.

Mayor Deaton called the special meeting of the Seal Beach City Council to order
at 5:30 p.m. in the City Hall Conference Room,

ORAL COMMUNICATIONS
There were no speakers.
CLOSED SESSION
The Senior Attorney announced that the City Council would meet to discuss the
items identified on the closed session agenda. The Senior Attorney announced
that Council Member Varipapa would be recusing himself from discussion of one
of the cases identified in Item A on the agenda due to his employer. Council
Member Varipapa joined the Closed Session discussion at 5:15 p.m.
A. CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION
Government Code§54956.9(d)(2)
A point has been reached where, in the opinion of the Seal Beach City
Council on the advice of its legal counsel, based on existing facts and
circumstances, there is a significant exposure to litigation against the
City(2 cases).
ADJOURNMENT
It was the order of the Mayor, with consent of the Council, to adjourn the meeting
at 6:00 p.m.
STUDY SESSION,
The Council Chambers ADA and Security Improvements Study Session was
called to order at 6:00 p.m. in the City Council Chambers. Director of Public
Works Sean Crumby made a presentation on the options for the plans and
details of the proposed modifications to the Council Chambers. The proposed
modifications presented are in response to ADA compliance requirements,
security upgrades, audio-visual needs, HVAC needs, conference room and
storage space needs, and upgrade of the SBTV-3 control room.
ORAL COMMUNICATIONS
Mayor Deaton opened oral communications. Speakers: Bill Ayres, Old Town,
suggested the use of Old City Hall for conference room and storage space
needs. Joanie Livingston, Old Town, indicated that she feels that her property
would be negatively impacted by the proposed changes. Gail Ayres, Old Town,
asked that the timing of the construction be taken into consideration for residents'
holiday plans and suggested using Old City Hall for conference room and storage
space needs. Another speaker indicated that locating the podium towards the
side of the Council Chambers might be of interest. There being no other
speakers; Mayor Deaton declared oral communications closed.
Deaton moved, second by Miller, to move forward with Concept 3, which is a
variation of Concept 1 without the conference room.

The City Council met in regular session at 7:05 p.m. in the City Council
Chambers with Mayor Deaton calling the meeting to order and Council Member
Varipapa leading the Salute to the Flag.

Mayor Deaton indicated that due to State Building Code changes, applicants
have been able to design plans and construct three story residences under the
25' height limit, which has primarily affected Old Town. Staff is currently working
on an Ordinance that would limit construction to two stories. Staff is also drafting
a separate Ordinance to ensure that other residential areas in the City have
similar restrictions.

Mayor Deaton expressed the importance of heeding the advice of
lifeguards and other public safety professionals.
ORAL COMMUNICATIONS
Mayor Deaton opened oral communications. Speakers: Bill Ayres, Old Town,
expressed appreciation for consideration by the Council of the 25' residential
height limit. Deb Machen, Seal Beach resident, announced upcoming Centennial
events and reiterated that brick sales are ongoing and end on July 1st. There
being no other speakers; Mayor Deaton declared oral communications closed.
SENIOR ATTORNEY REPORT Quinn M. Barrow, Senior Attorney
No action to report at this time.
CITY MANAGER REPORT Jill R. Ingram, City Manager
The City Manager reported that a community meeting was being held on May
30th at the McGaugh Pool for the purpose of allowing an opportunity for input on
the community pool project. On June 4th the Council will hold a budget workshop
on the General Fund budget at 5:30 p.m. in the Council Chambers. The CIP
budget workshop will be held on June 8th following the regular Council meeting.

On June 6th another community meeting on the community pool will be held in
Leisure World,.
COUNCIL COMMENTS
Sloan was honored to attend the Memorial Day service on May 25th; it was a
great event. Sloan also reported that the disaster preparation drill he attended at
the Police Department was very well done and Corporal Henderson did an
outstanding job of preparing for the drill. Varipapa expressed appreciation for the
Memorial Day event and reported that it was a great event. Mayor Deaton
reported that the City received the Certificate of Achievement for Excellence in
Financial Reporting by the Government Finance Officers Association of the
United States and Canada for its Comprehensive Annual Financial Report;
congratulations to the Finance Department. Mayor Deaton spoke about AB1217
(Daly), which would remove Seal Beach's seat on the Orange County Fire
Authority Board of Directors and indicated that the City Council is actively
lobbying against this legislation. Mayor Deaton also expressed her appreciation
for the privilege of representing the City at the Memorial Day event held at the
Naval Weapons Station submarine memorial.

from the date of acceptance and to release retention in 35 days.
E. Notice of Completion for 2015 Annual Concrete Repair Program Project
No. ST1504 — Adopt Resolution No. 6557 accepting the 2015 Annual
Concrete Repair Program Project No. ST1504 by Golden State
Constructors, Inc. in the amount of $46,828.90 and directing the City
Clerk to file a "Notice of Completion" with the Orange County Clerk-
Recorder within ten (10) days from the date of acceptance and to release
retention in 35 days.
F, Adoption of a Resolution Supporting Senate Constitutional Amendment 2
to Prohibit Banning the U.S. Flag on State-Funded College Campuses in
California — Adopt Resolution No. 6558 supporting Senate Constitutional
Amendment 2, introduced by State Senator Janet Nguyen, to prohibit
banning the U.S. flag on state-funded college campuses in California.
G, Street Lighting Assessment District — Adopt the attached resolutions 1)
initiating the annual levy of the street lighting assessment, 2) setting the

Engineer's Report.

ITEM H / APPROVAL OF ISSUANCE OF 2015 SPECIAL TAX REFUNDING
BONDS FOR CITY OF SEAL BEACH COMMUNITY FACILITIES DISTRICT NO.
2002-01 (HERON POINTE)
Director of Finance Vikki Beatley provided the staff report for this item. Ms.
Beatley introduced the financial advisor and the bond and disclosure attorney.
The opportunity in pre-paying these bonds is similar to lowering the mortgage
rate on your home and the reduction will be seen on Heron Pointe homeowners'
property tax bills in November. The term will remain unchanged and the savings
will be received by the homeowners annually until 2035.
Varipapa moved, second by Miller, to adopt Resolution No. 6562 entitled "A
RESOLUTION OF THE SEAL BEACH CITY COUNCIL AUTHORIZING THE
ISSUANCE OF COMMUNITY FACILITIES DISTRICT NO. 2002-01 (HERON
POINTE) 2015 SPECIAL TAX REFUNDING BONDS, AND APPROVING
RELATED DOCUMENTS AND ACTIONS."
