June 1, 2015
Chair Sloan called the regular meeting of the Planning Commission to order at
7:00 p.m. in the City Council Chambers and Vice Chair Cummings led the Salute
to the Flag,
ROLL CALL
Present: Chair Sloan;
Commissioners: Cummings, Machen, Campbell
Absent: Commissioner Pratt

With no objections, Chair Sloan so ordered Commissioner Pratt be excused from
the meeting.
APPROVAL OF AGENDA
Item 2, Minor Use Permit (MUP) 15-3, was removed from the agenda as there
have been recent modifications to addresses in Surfside and this item will need
to be re-noticed with the modified address. The item will be presented at a future
meeting.
Cummings moved, second by Campbell, to approve the agenda, as amended.

ORAL COMMUNICATIONS
Chair Sloan opened oral communications. There being no speakers, Chair Sloan
declared oral communications closed.
CONSENT CALENDAR
Campbell moved, second by Cummings, to approve the recommended actions
on the consent calendar as presented.

NEW BUSINESS
Item 2 was removed from the agenda as there have been recent modifications to

2. Minor Use Permit (MUP) 15-3 22 C Surfside Avenue
Applicant: Steven M. Hanna
Property Owner: Steven M. Hanna
Request: Minor Use Permit 15-3 requesting to allow a covered
roof access structure to extend above the maximum
roof height by 4 feet 4 inches as part of a new single
family residence located in Surfside, a RLD-9
(Residential Low Density— 9) zone.
Recommendation: After hearing the staff report and reviewing Minor Use
Permit 15-3, staff recommends that the Planning
Commission adopt Resolution No. 15-9, to approve
Minor Use Permit 15-3 with conditions.
3. Minor Use Permit (MUP) 15-4 221 6t' Street
Applicant: James T. Tigner
Property Owner: James T. Tigner
Request: Minor Use Permit 15-4 requesting to allow a covered
front and rear porch at a nonconforming property
located in the RHD-20 (Residential High Density — 20)
zone.
Recommendation: After hearing the staff report and reviewing Minor Use
Permit 15-4, staff recommends that the Planning
Commission adopt Resolution No. 15-10, to approve
Minor Use Permit 15-4 with conditions.

Machen moved, second by Cummings, to adopt Resolution No. 15-10, entitled "A
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL
BEACH APPROVING MINOR USE PERMIT 15-4 TO ALLOW A COVERED
FRONT AND REAR PORCH ON THE PRIMARY RESIDENCE OF A
RESIDENTIAL PROPERTY THAT IS NONCONFORMING DUE TO DENSITY

AND LOCATED IN THE RESIDENTIAL HIGH DENSITY (RHD-20) ZONING
AREA WITH NO HABITABLE SPACE ADDED TO THE EXISTING
RESIDENCES ON THE PROPERTY."

PUBLIC HEARINGS
4. Zone Text Amendment (ZTA) 15-2
Residential High Density—20 (RHD-20) Zone
Applicant: City of Seal Beach
Request: Zone Text Amendment 15-2 requesting an amendment
to Title 11 of the Seal Beach Municipal Code pertaining
to residential development standards in the RHD-20
(Residential High Density-20) zone.
Recommendation: After conducting the Public Hearing, staff recommends
that the Planning Commission adopt Resolution No. 15-
11, recommending approval of Zone Text Amendment
15-2 to the City Council.
Director of Community Development Jim Basham presented the staff report on
this item and indicated the intent is to clarify that residential construction in the
RHD-20 zone is limited to two-stories. The Planning Commission determined
that language should be added to Section 2 of the proposed Ordinance clarifying
the definition of basement. Language is to be added to the end of the proposed
definition of Basement indicating that, "A basement does not constitute a story."
Chair Sloan opened the public hearing. Mike Buhbe, Old Town resident, spoke
in support of staff's recommendation and the requested amendment to the
proposed Ordinance. There were no other speakers. Chair Sloan closed the
public hearing.
Cummings moved, second by Campbell, to adopt Resolution No. 15-11 as
amended, entitled "A RESOLUTION OF THE SEAL BEACH PLANNING
COMMISSION RECOMMENDING ADOPTION OF ZONE TEXT AMENDMENT
15-2 REGARDING RESIDENTIAL DEVELOPMENT STANDARDS IN THE RHD-
20 ZONE."

DIRECTOR'S REPORT
Director of Community Development Basham introduced and welcomed the new
City Attorney, Amy Greyson.
COMMISSION CONCERNS
Vice Chair Cummings suggested that, in response to the modification of
addresses in Surfside, that staff refer to properties in that community by the
modified address as well as the former address. Cummings also commented
that the new landscaping on the Arco site looks good. Commissioner Machen
reported that Celine Kyle passed away on May 29, 2015 and the service for her
is being held on June 2nd at St. Anne Catholic Church.
ADJOURNMENT
With no objections, Chair Sloan adjourned the Planning Commission meeting at
7:30 p.m. in the memory of Celine Kyle.
