HomeMy WebLinkAboutPC Min 2015-04-20 City of Seal Beach — Planning Commission April 20, 2015 Chair Sloan called the regular meeting of the Planning Commission to order at 7:00 p.m. in the City Council Chambers and led the Salute to the Flag. ROLL CALL Present: Chair Sloan; Commissioners: Cummings, Machen, Campbell, Pratt Staff Present: Jim Basham, Director of Community Development Steven L. Flower, City Attorney Crystal Landavazo, Senior Planner APPROVAL OF AGENDA With no objections, Chair Sloan so ordered the approval of the agenda, as presented. ORAL COMMUNICATIONS Chair Sloan opened oral communications. Speaker(s): Bill and Gail Ayres, Central Avenue, expressed concerns over the issuance of liquor licenses in Old Town. Les Stark, Central Avenue, expressed concern regarding the Conditional Use Permit for which he has applied and been denied consideration by.the Planning Commission as directed by the City Attorney. There being no other speakers, Chair Sloan declared oral communications closed. CONSENT CALENDAR City Attorney Steven Flower recommended that the minutes of April 6, 2015 be amended to reflect that Commissioner Machen returned to the Council Chambers at the conclusion of Agenda Item 2. Commissioner Machen indicated that she does not have a leasehold/conflict of interest in the property at which her business is located as was previously reported in the minutes of the April 6, 2015 Planning Commission meeting. Commissioner Machen indicated that she rents on a month-to-month basis. Pratt moved, second by Cummings, to approve the recommended actions on the consent calendar as amended. 1. Approve the Planning Commission Meeting Minutes of April 6, 2015. AYES: Sloan, Cummings, Campbell, Machen, Pratt NOES: None Motion Carried Page 2— Planning Commission 4/20115 PUBLIC HEARINGS 2. Minor Use Permit (MUP) 15-1 1702 Landing Avenue Applicant-, Robert and Karen Boiler Property Owner: Robert and Karen Boiler Request: Minor Use Permit 15-1 requesting to allow the relocation of a front door, a new front porch, and a change in the roof style at a nonconforming residence located in the Residential High Density (RHD-20) zoning area. Recommendation: After hearing the staff report and reviewing Minor Use Permit 15-1, staff recommends that the Planning Commission adopt Resolution No. 15-8, to approve Minor Use Permit 15-1 with conditions. Will Chen, Code Enforcement Officer, presented the staff report on this item. Chair Sloan opened the public hearing. The applicant spoke in support of staffs recommendation. Wait Turner, 17th Street, commended the Boilers for improving their home. There were no other speakers. Chair Sloan closed the public hearing. Cummings moved, second by Campbell, to adopt Resolution No. 15-8, entitled "A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION APPROVING MINOR USE PERMIT 15-1 TO ALLOW THE RELOCATION OF A FRONT DOOR, A NEW FRONT PORCH, AND A REMODELED ROOF AT A NONCONFORMING RESIDENCE LOCATED AT 1702 LANDING AVENUE IN THE RESIDENTIAL HIGH DENSITY (RHD-20) ZONING AREA." AYES: Sloan, Cummings, Campbell, Machen, Pratt NOES: None Motion Carried The City Attorney advised that the approval of Minor Use Permit 15-1 is the final decision of the Planning Commission. There is a 10-day appeal period to the City Council and the appeal period begins April 21, 2015. DIRECTOR'S REPORT No report at this time. COMMISSION CONCERNS Commissioner Campbell clarified that the recent liquor license approval on Main Street was not for a new establishment, but an upgrade to an existing beer and wine license. Commissioner Pratt concurred.
