Proposed Donation of Historic Cottage to the City of Seal Beach: 1. Approve the terms of proposed donation agreement, authorize the City Manager to execute the final agreement when completed in a form acceptable to the City Attorney, and 2. Approve relocation of the historic cottage to the Greenbelt area near the Red Car museum and authorize the expenditure of associated costs. Please note that members of the public will be provided the opportunity to directly address the City Council concerning the items described above before the City Council considers such items. Jim Basham, Director of Community Development/ Community Services Craig Steele, City Attorney SUBJECT: PROPOSED DONATION TO THE CITY OF A HISTORIC ANAHEIM LANDING COTTAGE SUMMARY OF REQUEST: That the City Council: 1.. Approve the terms of proposed donation agreement; authorize the City Manager to execute the final agreement when completed in a form acceptable to the City Attorney, and 2, Approve re-location of the historic cottage to the Greenbelt area near the Red Car museum and authorize the expenditure of associated costs. BACKGROUND AND ANALYSIS: An historic Anaheim Landing cottage has been located on private residential property at 342 12th Street for many years. The cottage is an excellent example of the recreational cottages that were such a large part of the early history of Seal Beach and it should be preserved if possible. The owners of the cottage have offered to donate the cottage to the City if the City expeditiously moves the cottage from its present location and maintains the cottage as a historic/museum type resource. There is a suitable location available for the cottage in the Greenbelt near the Red Car. Locating the cottage in that area and rehabilitating it over time would be an outstanding complement to the historic Red Car museum as a tribute to the early history of Seal Beach. It would be a fitting accomplishment in this centennial year if the City were able to retain this important piece of its history. If the City is to accept the donation, it must do so quickly as the current owner is starting the process of constructing a new residence on the property and all Agenda Item A existing structures are to be demolished. The basic terms of the proposed donation are as follows: • Property owner to donate the cottage to the City for no compensation. • City to move the cottage from the property as quickly as possible, and within 30 days. • City to pay the full cost of re-location, • City to maintain the cottage as a historical resource for the public. If City fails to do so the donor will re-acquire the cottage at no cost to the donor. • City will take the cottage in an "as-is" condition. • Donor will provide to the City copies or originals of historic photos and records relating to the cottage. • City will acknowledge the donor's family on signage on the site. The City proposes to locate the cottage in the City's Greenbelt on a permanent concrete pad near the Red Car, near 8t" Street. A photo of the proposed site is attached to this report. The estimated costs associated with the re-location of the cottage are: Phase I Item Description Cost 1 Relocation $5.000 2 8 inch thick concrete pad $14,500 3 Temporary fence _ $2,000 4 Soil Compaction Report $1,000 Total 22,500 Phase II Item Description Cost 1 Exterior lighting $10,000 2 (Handicap curb cuts) $15,000 3 Irriaationrepairs $5,000 4 Contingencv $10,000 Total $40,000 5 Rehabilitation cost is to $$ be determined Page 2 It is anticipated that private fundraising will cover the costs of rehabilitating the structure itself for permanent public display. ENVIRONMENTAL IMPACT: There is no environmental impact related to moving an approximately 245 square foot cottage from one location in the City to another a few blocks away. Moving of the structure will be coordinate to minimize any potential traffic impact. LEGAL ANALYSIS: The City Attorney will prepare and approved as to form the proposed donation agreement. FINANCIAL IMPACT: Staff anticipates a financial impact to the City associated with this proposal of approximately $62,500. Additional private fundraising will pay for rehabilitation costs. RECOMMENDATION: That the City Council: 1. Approve the terms of proposed donation agreement; authorize the City Manager to execute the final agreement when completed in a form acceptable to the City Attorney, and 2, Approve re-location of the historic cottage to the Greenbelt area near the Red Car museum and authorize the expenditure of associated costs.
