Crumby P.E., Director of Public Works SUBJECT: APPROVE EMERGENCY SECURITY UPGRADES TO CITY HALL WITHOUT ADVERTISING FOR BIDS SUMMARY OF REQUEST: That the City Council: • Adopt Resolution No. 6583 declaring that the emergency security upgrades to City Hall are of urgent necessity for the preservation of life, health, and property, and authorizing staff to contract for the emergency building modifications without advertising for bids, and • Approve Budget Amendment#16-01-01. BACKGROUND AND ANALYSIS: In an effort to increase security at City Hall and in response to a specific security concern, the Police Department performed an analysis of our security and recommends the following enhancements: City Hall Construction 1. Install a new exterior door from outside City Hall directly to the City Clerk's office 2. Install a new door from the 1 st floor hallway to the City Manager's office 3. Provide a new public counter at the City Manager's office 4. Add new video cameras to view various locations in City Hall 5. Add automated voice dialing systems throughout City Hall 6. Modify the phone system and add wireless handheld devices to provide direct dialing to the Police Department 7. Add access control to the two new doors Old City Hall Annex 8. Create a new Police Support Office 9. Add 3 Work Stations including computers and furniture 10. Add new networking and phones to office Agenda Item L Staff has already engaged in soliciting a proposal from Ramco Construction and Epic Alarm. Ramco was the awarded low bid contractor for the remodel of City Hall in 2013. The Company is the most knowledgeable of City Hall. Ramco's proposal for above items 1 through 3 is $77,178.00. Epic Alarm will provide services for the remaining items 4 through 7. Epic Alarm is currently the on call company that serves the Police Department's access control, video surveillance and networking system. Epic Alarm recently completed City Hall's turnkey access control. Epic Alarm's proposal for items 4 through 7 is $33,651.46. The Police Department currently does not have a location from which to conduct business at City Hall. The project proposes to take one office from Old City Hall and create a working location from which the Police Department can provide support to the community from City Hall. The Office will have amenities standard for any workspace including office furniture, computers, phones, network access, etc. The cost for these items is detailed within this staff report and items numbered 8 through 10 with an estimated total cost of$20,000. Normally, a public works project of this magnitude requires the City to formally bid the project per the public contract code and the City's Charter. This process is time consuming with requirements to publicly solicit bids and award a contract to the lowest responsible bidder. The normal bidding process could take between 30 and 90 additional days. Under these emergency circumstances, Seal Beach Charter Section 1010 permits the City Council to dispense with public bidding and approve the project on an emergency basis. Three affirmative votes are required to approve the attached resolution. If approved, staff anticipates beginning work on the repair immediately and estimates a two week construction schedule. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney concurs that this situation meets the requirement for dispensing with public bidding for emergency projects pursuant to the City Charter. FINANCIAL IMPACT: Within the approved 15/16 Budget under the General Fund Assigned Building Fund Balance, there is $191,388. Due to the nature of this project a $10,000 contingency is required for any unforeseen cost during construction. The combined cost of all the scope of work items is $140,829.46. Following is the breakdown of scope of work items and cost. To date, the office space has been vacant for approximately six months.
