At this time members of the public may address the Council regarding any items within the
subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot
discuss or take action on any items not on the agenda unless authorized by law. Matters not on
the agenda may, at the Council's discretion, be referred to the City Manager and placed on a
future agenda.
Those members of the public wishing to speak are asked to come forward to the microphone and
state their name for the record. All speakers will be limited to a period of 5 minutes. Any
documents for review should be presented to the City Clerk for distribution.

A. Minutes of the Regular City Council Meeting of July 27, 2015 —
Approve by minute order.
B. Demands on City Treasury — Ratification.

C. FEMA Pre-Disaster Mitigation Grant Preparation Assistance
Agreement — Adopt Resolution No. 6587 authorizing the agreement with
Michael Baker International in the amount of $5,680 and the additional
requirement for $25,000 matching funds, that the City Manager be
authorized to execute all agreements and necessary documents on behalf
of the City, and that approval be given to the Chief of Police to expend
these funds as detailed in the report.
D. Selective Traffic Enforcement Program — Adopt Resolution No. 6588
accepting the 2015/2016 California Office of Traffic Safety funding with the
restrictions imposed by the grantor, that the City Manager be authorized to
execute all agreements and necessary documents on behalf of the City,
and that approval be given to the Chief of Police to expend these funds as
detailed in the report.
E. Approval of Centennial Bricks Installation and Donation Agreement
with the Seal Beach Lions Foundation — Approve Resolution No. 6589
awarding a Purchase Order to Golden State Constructors for $34,825 to
improve areas at the four locations of the Centennial bricks and
authorizing the City Manager to execute an agreement with the Seal
Beach Lions Foundation for the donation of a clock.
F. Approve Emergency Water Main Repairs on Lampson Avenue
Without Advertising for Bids — Adopt Resolution No. 6590 declaring
that the emergency repair of the Lampson Avenue Water Main break is of
urgent necessity for the immediate preservation of life, health, and
property; authorizing staff to contract for the emergency repair without
advertising for bids; and approving Budget Amendment No. 16-02-01 to
allocate $100,000 to repair the water main break at the intersection of
Lampson Avenue and Seal Beach Boulevard, Project#WT1608.
G. City Historic Preservation Committee — Rescind Resolution No. 6584
and adopt the amended resolution, Resolution No. 6591, establishing a
City Historic Preservation Committee for the purpose of preserving
resources that represent the history and culture of Seal Beach.
