SUBJECT: RESCIND PREVIOUSLY ADOPTED RESOLUTION AND
ADOPT AMENDED RESOLUTION FOR
ESTABLISHING A CITY HISTORIC PRESERVATION
COMMITTEE FOR THE PURPOSE OF PRESERVING
RESOURCES THAT REPRESENT THE HISTORY AND
CULTURE OF SEAL BEACH
SUMMARY OF REQUEST:
That the City Council rescind Resolution No. 6584 and adopt the amended
resolution, Resolution No. 6591, establishing a City Historic Preservation
Committee for the purpose of preserving resources that represent the history and
culture of Seal Beach.
BACKGROUND AND ANALYSIS:
At the meeting of July 27, 2015, the City Council reviewed the process for
establishing a Historic Preservation Committee and recommended refinement to
the purpose and goal of the Committee.
Subsequently, staff has refined the Committee's goals, which are to offer
guidance and to promote preservation of historical and cultural resources and
buildings. Additionally, the adoption of a resolution is an appropriate procedure
when creating an advisory Committee to City Council. As described in staff's
previous report of July 27, 2015, the purpose and goal of the Historical
Preservation Committee is to provide guidance and to promote historic
preservation in the following manner:
A. Encourage programs, that ensure the identification, designation and
protection of cultural resources in the City;
B. Increase the public awareness of the City's historic resources;
C. Provide guidelines to identify historic resources throughout the City;
D. Promote the importance of preserving and protecting historic buildings;

E. Promote the economic health of the City and protect property values
by encouraging new construction and investment that is compatible
with the scale, style, and character of the City's residential
neighborhoods; and
F. Promote the preservation of the City's historic resources by making
property owners aware of the potential incentives available to retain
historic structures.
Once the City Council adopts the amended resolution, the City Clerk's Office
may proceed with following the Maddy Act and publicly list applications available
for the appointive position of Committee member for the Historic Preservation
Committee.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
There is no financial impact related to this item.
RECOMMENDATION:
That the City Council rescind Resolution No. 6584 and adopt the amended
resolution, Resolution No. 6591, establishing a City Historic Preservation
Committee for the purpose of preserving resources that represent the history and
culture of Seal Beach.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ESTABLISHING A HISTORIC PRESERVATION COMMITTEE
THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE:
Section 1. The City Council recognizes the importance of historic resources
and the need to preserve certain buildings having special architectural, cultural,
or historical value.
Section 2. A Historic Preservation Committee is hereby established,
comprised of citizens representing all five (5) voting Districts with an interest in
preserving those resources that represent the history and culture of Seal Beach.
Section 3 The City Council shall appoint one (1) resident from each District
who has interest in preserving the City's historical and cultural resources.
Section 4. The purpose of the Historical Preservation Committee is to provide
the following:
A. Guidance to the City in developing and implementing programs that
ensure the identification, designation, and protection of cultural
resources in the City;
B. Increase the public awareness of the City's historic resources;
C. Provide guidelines to identify historic resources throughout the City;
D. Promote the importance of preserving and protecting historic buildings;
E. Promote the economic health of the City and protect property values
by encouraging new construction and investment that is compatible
with the scale, style, and character of the City's residential
neighborhoods; and
F. Avoid demolition, inappropriate alteration, and neglect of the City's
historic resources.
Section 5, The Director of Community Development shall provide staff support
to the City Historic Preservation Committee, and shall call the meetings as
deemed necessary.
;Section 6. The City Historic Preservation Committee shall serve in advisory
capacity to the City Council with the goal of preserving the City's historical and
cultural resources.

resolution.
