The City Council met in a special meeting of the Seal Beach City Council at 5:00
p.m. in the City Council Chambers with Mayor Deaton calling the meeting to
order and Mayor Pro Tern Sloan leading the Salute to the Flag.

ITEM A / PROPOSED DONATION OF HISTORIC COTTAGE TO THE CITY OF
SEALBEACH
Director of Community Development Jim Basham provided the staff report for
this item.
ORAL COMMUNICATIONS
Mayor Deaton opened oral communications. Speakers: Charles Antos inquired
about the Pacific-Electric Right-of-Way 1974 Specific Plan as it pertains to this
item. Scott Newton reported that the Seal Beach Lions Club has created a
fundraising effort for this item, which is being coordinated by Deb Machen. Deb
Machen thanked Mr. and Mrs. Blayney for this opportunity, reported that the
fundraising goal is $50,000, and that an anonymous donation of $1,000 has
already been received. Mike Hayley presented a check for $5,000 from the Seal
Beach Lions Club to kick-off the fundraising efforts. Vince Bodiford spoke in
support of the proposed donation, donated $5,000 in advertising for the
fundraising effort, and indicated that the Chamber of Commerce is excited about
this opportunity and is ready/willing to help. Laura Ellsworth spoke in support of
this item. Maryann Harvey spoke in support of the proposed donation and
location. Cliff Page expressed concerns about the financing of these efforts,
parking on 8t" Street as a result of the proposed location, inquired as.to the need
for Coastal Commission involvement, and questioned the proposed location.
Carla Watson reported that she supports preserving history, but feels that more
input is needed from the public regarding this item. Lynda Krueger expressed
concern regarding how quickly this item is being processed. Seth Eaker spoke in
support of this item. Bill Ayres expressed support for the Lions Club efforts and
knows they will produce results. Libby Appelgate spoke in support of this item.
Gordon Shanks spoke in support of this item and the need to preserve history.
Barbara Barton spoke in support of this item. Marie Antos inquired as to the
exact proposed location of the cottage, size of the cottage, would trees be
removed to accommodate the placement of the cottage, how the Seal Beach
Historical Society (Red Car Museum) would be impacted, and expressed
concern regarding how quickly this item is being processed. Everett Jigner
spoke in support of this item. There being no other speakers, Mayor Deaton
declared oral communications closed.
Director Basham reported that the Pacific-Electric Right-of-Way 1974 Specific
Plan did not limit what could be placed on the right-of-way, so no modifications
are needed to the specific plan. The property owners have obtained a Coastal
Commission permit to build a new home and teardown the existing structure.
The -first phase of costs regarding the relocation of the cottage total
approximately $22,500. Additional costs will be determined depending on the
intent for use of the cottage and an evaluation of necessary repairs. The
relocation of the cottage is exempt from the need for a Coastal Commission

permit as it is an uninhabitable structure. Director Bashanl indicated that there is
no need for removal of any trees or landscaping and that the concrete pad will be
located outside of the lease lines of the Red Car Museum.
In response to questions from Mayor Deaton, the City Attorney confirmed that the
specific plan did not need to be modified as the list of major improvements
indicated as allowable in the specific plan is not exclusive, and the specific plan
provides that historical displays will be included with the Red Car Museum. The
City Attorney further confirmed that a Coastal Commission permit is not required
as one is currently in effect for demolition of the structure and its removal from
the existing site, note that that there is an exemption in the Coastal Act for small,
non-habitable accessory structures that do not impact public access.
In response to questions from the Council, Director Basham confirmed that the
property will be owned by the City, that the size of the cottage is approximately 9'
x 25', and the interior is separated by a single non-insulated wall. Director
Basham further reported that the cottage would be moved by a professional
mover and that the urgency of a decision on the item was needed as the owners
have a 30-day time limit pursuant to the Coastal Commission permit. Director
Basham also indicated that moving of the cottage is expected to be done in one
piece.
Mayor Deaton thanked Mr. and Mrs. Blayney for this opportunity and feels this
preservation of history for future generations can be appreciated by the entire
community.
Deaton moved, second by Sloan, to approve the terms of the proposed donation
agreement, authorize the City Manager to execute the final agreement when
completed in a form acceptable to the City Attorney, approve the relocation of the
historic cottage to the Greenbelt area near the Red Car Museum, and authorize
the expenditure of approximately $60,000 as indicated in the staff report, from
the Assigned Fund Balance from Building.

With no objections, Mayor Deaton adjourned the meeting at 6:00 p.m. to
Monday, July 13, 2015 at 5:30 p.m. to meet in closed session, if deemed
necessary.
