CLOSED SESSION The City Attorney announced that the City Council would meet to discuss the items identified on the closed session agenda. A. Crumby, Director of Public Works Alayna Hoang, Finance Manager Jim Basham, Director of Community Development/Community Services Tina Knapp, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES Sloan moved, second by Miller, to approve the agenda, as presented. AYES: Deaton, Sloan, Miller, Massa-Lavitt, Varipapa NOES: None Motion carried PRESENTATIONS/RECOGNITIONS Recognition of the Retirement of Captain Tim Olson ORAL COMMUNICATIONS Mayor Deaton offered a few words in sympathy of the passing of community member Barbara Blackman and indicated that the meeting with be adjourned in memory of Mrs. Blackman. Leadership of the Interval House Harlene Goodrich (Interval House Board of Directors), Janine Limas Hageman (Director of Community Education), Sharon Wie (Director of Programs), and Chirstine Delabre (Operations Director) offered reflections on the immeasurable support Barbara Blackman gave to all whose lives she touched. Reverend Tia Wildermuth, First United Methodist Church of Seal Beach, expressed her sympathy on the passing of Mrs. Blackman and thanked the City Council for the opportunity to offer sympathy. Mayor Deaton opened oral communications. Speakers: Elizabeth Kane recognized Captain Tim Olson on behalf of the Run Seal Beach organization and presented Captain Olson with a lifetime registration to Run Seal Beach and a certificate of appreciation. Barbara Barton expressed appreciation for Barbara Blackman's influence on her life personally and thanked the City Council for accepting the donation of the beach cottage and especially the location, which creates a central historic area. Gail Ayres thanked the City Council on behalf of she and her husband, Bill Ayres, for considering the creation of a historic oversight committee on tonight's agenda and offered their support of the beach cottage. A resident of 8th Street indicated that he feels that the location of the beach cottage will have a negative impact on the property values for homeowners on 8th Street and asked the City Council to please consider another location for the beach cottage. Joyce Parque commented on several police investigations (to which the Chief of Police indicated that further information could not be provided as they are open investigations) and transparency of Page 2 — City Council 07/27/15 government. There being no other speakers, Mayor Deaton declared oral communications closed. CITY ATTORNEY REPORT Craig A. Steele, City Attorney the City Attorney reported that the City Council met in Closed Session ,prior to the regular meeting and discussed Items A and B identified on the agenda, gave direction to staff, and there was no reportable action on either item. CITY MANAGER REPORT Jill R. Ingram, City Manager The City Manager asked the Director of Public Works to provide an update on the repair efforts to the mainline break on Lampson Avenue of Friday, July 24, 2015. The Director of Public Works reported that Lampson Avenue is open, with one lane only in the eastbound direction. The City Manager reported that the Director of Public Works is leaving the City of Seal Beach for a new job at the City of Long Beach and his last day is Friday, August 7th. The Director of Public Works offered his appreciation for the opportunities he has been afforded at the City of Seal Beach and thanked the City Manager and City Council for all of their support. COUNCIL COMMENTS Council Member Miller thanked Director of Public Works Sean Cru by and wished him good luck in his future endeavors. Council Member Massa-Lavitt also thanked Mr. Crumby and wished him good luck in the future. Massa-Lavitt also reported that she attended the League of California Cities meeting and found the event to be very helpful and informative. Mayor Pro Tern Sloan also congratulated and thanked Mr. Crumby. Council Member Varipapa congratulated Captain Olson on his retirement, thanked and congratulated Mr. Crumby, expressed appreciation for the wonderful community events such as Centennial activities, Chamber of Commerce Concerts in the Park, and the Lions Club Fish Fry, and encouraged everyone to get out and enjoy the activities. Mayor Deaton indicated that the City Council understands the concerns of 8th Street residents and encourages everyone to have their opinions heal rd and brought to City Hall/City Council for an open dialog and working towards the best for the community. Mayor Deaton mentioned that parking would be discussed after Labor Day and that the Shakespeare in the Park production of "The Tempest"would be occurring this Sunday, August 2 nd COUNCIL ITEMS ITEM A/ ESTABLISHING A CITY HISTORIC PRESERVATION COMMITTEE Director of Community Development/Community Services Jim Basham provided the staff report for this item. Mr. Basham reviewed the goal and purpos'P of the Committee, as presented in the staff report. Mr. Basham indicated that this Committee would function in an advisory role to the City Council. Council Member Miller expressed concern that the goals for this Committee are too far reaching and questioned the use of the words "protection" and "avoid" in the goals outlined. Mr. Basham indicated that the Committee would identify historical items and advise the City Council as to the maintenance of such. Council Member Massa-Lavitt commented that the use of the word "avoid" did not indicate "prevention" and that the goals clearly outlined the guiding function of i this Committee. She expressed the importance of beginning to think about preserving the history of our community. Council Member Varipapa sought clarification that this was an advisory Committee only. Page 3 - City Council 07/27/15 The City Attorney commented that this Committee would serve to emphasize the incentives to avoiding demolition, the advantages of which are in the Municipal Code. He further reported that it would be up to the City Council to identify significant properties. Mayor Deaton expressed an interest in plaques being placed on historical properties and Mayor Pro Tem Sloan indicated he thinks this Committee is a valuable tool. Massa-Lavitt moved, second by Sloan, to approve Resolution No. 6584 entitled, "A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ESTABLISHING A HISTORIC PRESERVATION COMMITTEE." AYES: Deaton, Sloan, Miller, Massa-Lavitt, Varipapa NOES: None Motion carried CONSENT CALENDAR Massa-Lavitt moved, second by Miller, to approve the recommended actions on the consent calendar, as presented. Minutes of the Special Meeting of the City Council held on July 2, 2015 and Regular City Council Meeting held on July 13, 2015 — Approve by minute order. C. Demands on City Treasury— Ratification. D. Monthly Investment Report—June 2015— Receive and file. E. Zone Text Amendment 15-3 Regarding Residential Development Standards in the RLD-9 Zone — Waive further reading and adopt Ordinance No. 1647 regarding residential development standards in the RLD-9 zone. F. Third Amendment to OCFA Joint Powers Authority Agreement — Adopt Resolution No. 6585 approving the Third Amendment to the Orange County Fire Authority amended Joint Powers Authority Agreement and authorizing the Mayor to execute the Amendment on behalf of the City. G. County of Orange Collection Agreement — Adopt Resolution No. 6586 approving the Agreement between the City of Seal Beach and the County of Orange for Collection of Special Taxes, Fees, Charges, and Assessments, and authorize the City Manager to execute on behalf of the City.
