HomeMy WebLinkAboutCC Res 6590 2015-08-10 RESOLUTION NUMBER 5590 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL DECLARING THAT THE EMERGENCY REPAIR OF THE WATER MAIN BREAK AT THE INTERSECTION OF LAMPSON AVENUE AND SEAL BEACH BOULEVARD IS OF URGENT NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH AND PROPERTY, AUTHORIZING STAFF TO CONTRACT FOR THE EMERGENCY REPAIR WITHOUT ADVERTISING FOR BIDS, AND APPROVING BUDGET AMENDMENT NO. 16-02-01 TO ALLOCATE $100,000 TO REPAIR THE WATER MAIN BREAK, WT1608 THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE, FIND AND DETERMINE AS FOLLOWS: 1. On July 24, 2015 a water main break occurred in the City's water main at the intersection of Lampson Avenue and Seal Beach Boulevard. 2. City staff shut down the water line where the break occurred, reducing traffic to a single lane on Lampson Avenue. Without the full operation of the main line where the break occurred, that portion of the City has reduced capacity to deliver water through the system. 3. The City Council hereby declares the following: A. The repair of the recent break in the above-described water line, Project #WT1608, is of urgent necessity for the preservation of life, health and property. B. Pursuant to the City's Charter section 1010, the Director of Public Works is authorized to contract for the repair project without advertising for bids. C. The Director of Public Works is directed to report back to the City Council at the conclusion of the project regarding the coasts and expenditures for the project. D.
