July 20, 2015
Vice Chair Cummings called the regular meeting of the Planning Commission to
order at 7:00 p.m. in the City Council Chambers and Commissioner Campbell led
the Salute to the Flag.
ROLL CALL
Present: Commissioners: Cummings, Machen, Campbell
Absent: Chair Sloan

APPROVAL OF AGENDA
With no objections, Vice Chair Cummings so ordered the approval of the agenda,
as presented.
ORAL COMMUNICATIONS
Vice Chair Cummings opened oral communications. There being no speakers,
Vice Chair Cummings declared oral communications closed.
CONSENT CALENDAR
Campbell moved, second by Machen, to approve the recommended actions on
the consent calendar, as presented.
1. Approve the Planning Commission Meeting Minutes of July 6, 2015.

NEW BUSINESS
2. Minor Use Permit (MUP) 15-8 913 Ocean Avenue
Applicant: Kay MacDonald
Property Owner: Kay MacDonald
Request: Minor Use Permit 15-8 requesting to allow a reduction
in the number of residential units from 4 to 3 by
modifying the front two-story building, including
modification of the front balcony and the addition of rear
deck and roof deck on a property that is nonconforming

due to density, parking, and setbacks located in the
Residential High Density (RHD-20) zoning area.
Recommendation: After reviewing the application, staff recommends that
the Planning Commission adopt Resolution No. 15-18,
approving Minor Use Permit 15-8 with Conditions.
Steve Fowler, Assistant Planner, presented the staff report on this item and
indicated that correspondence received in objection to this item was provided on
the dais. The architect for this project spoke on behalf of the applicant and
indicated support of staffs recommendation.
Campbell moved, second by Machen, to adopt Resolution No. 15-18 entitled "A
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL
BEACH APPROVING MINOR USE PERMIT 15-8 TO ALLOW A REDUCTION IN
THE NUMBER OF RESIDENTIAL UNITS FROM 4 TO 3 BY MODIFYING THE
FRONT TWO-STORY BUILDING INCLUDING MODIFICATION OF THE FRONT
BALCONY AND ADDITION OF A REAR DECK AND ROOF DECK ON A
PROPERTY THAT IS NONCONFORMING DUE TO DENISTY, PARKING, AND
SETBACKS IN THE RESIDENTIAL HIGH DENSITY (RHD-20) ZONING AREA
AT 913 OCEAN AVENUE."

The Assistant City Attorney advised that the adoption of Resolution No. 15-18
approving MUP 15-8 is the final decision of the Planning Commission. There is a
10-day appeal period to the City Council and the appeal period begins
July 21, 2015.
PUBLIC HEARING
3. Conditional Use Permit (CUP) 15-6 215 Seal Beach Boulevard
Applicant: Seretta Fielding &Jim Saunders
Property Owner: Jim Saunders
Request: Conditional Use Permit 15-6 requesting to increase the
number of preschool children from 15 to 20 in an
existing preschool and relocate an interior wall to install
a second bathroom stall in the LC-RMD (Limited
Commercial - Residential Medium Density) zone.
Recommendation: After conducting the Public Hearing, staff recommends
that the Planning Commission adopt Resolution No.
15-19, approving Conditional Use Permit 15-6.

Crystal Landavazo, Senior Planner, presented the staff report on this item and
indicated that correspondence received in support of this item was provided on
the dais.
Vice Chair Cummings opened the public hearing. The applicant spoke in support
of staff's recommendation. Three additional speakers spoke in support of staffs
recommendation and expressed appreciation for the preschool. There being no
additional speakers, Vice Chair Cummings closed the public hearing.
Campbell moved, second by Machen, to adopt Resolution No. 15-19, entitled "A
RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION APPROVING
CONDITIONAL USE PERMIT 15-6 TO INCREASE THE NUMBER OF
PRESCHOOL CHILDREN FROM 15 TO 20 IN AN EXISTING PRESCHOOL
AND RELOCATE AN INTERIOR WALL TO INSTALL A SECOND BATHROOM
STALL."

NOES: None
ABSENT: Sloan Motion Carried

DIRECTOR'S REPORT

With no objections, Vice Chair Cummings adjourned the Planning Commission
meeting at 7:25 p.m.
