SUBJECT: NEW BUSINESS - DISCUSSION
REVIEW EXISTING EARLY CONSTRUCTION THAT
REPRESENTS OR MAY HAVE PLAYED A ROLE IN THE
HISTORY OF SEAL BEACH
RECOMMENDATION: Staff recommends the Historic Preservation Committee
reviews the properties with known early construction, ask
committee members to visit the identified resources, and
set the matter for further discussion at a future meeting
determined by the Committee.

ANALYSIS:
The Historic Preservation Committee was established because the City Council recognized
the importance of historic resources and the need to preserve certain buildings that have
special architectural, cultural, or historical value.
One of the goals of the Historic Preservation Committee is to provide guidance to the City
in developing and implementing programs that ensure the identification, designation, and
protection of cultural resources in the City. The first step in identification and designation
of cultural resources is to establish an inventory of such properties throughout the City.
Staff has initiated this process and developed a Power Point presentation identifying
resources that are known to have early construction or may have played a role in the
history of Seal Beach.
The Committee will be asked to review the presentation and begin discussion on the
identified resources. The Committee will also be asked to visit the identified resources,
priorto scheduling this matter for further discussion at a future meeting, to determine if the
resources should be considered for inclusion in the City's inventory of historic resources.
After the Historic Preservation Committee has established goals and guidelines for
designating historic resources, the Committee will be asked to evaluate the identified
resources for inclusion in the City's inventory of historic resources.
After the Historic Preservation Committee establishes a potential inventory, staff will
contact property owners to notify them that their resources have the potential al for historic
designation. Staff will inform all interested property owners of the procedures to formally
designate their resources as historic.
CONCLUSION:
Staff recommends the Historic Preservation Committee reviews the presentation of
properties with known early construction, ask committee members to visit the identified
resources, and set the matter for further discussion at a future meeting set by the
Committee.

ESTABLISHING A HISTORIC PRESERVATION COMMITTEE
THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE:
Section 1. The City Council recognizes the importance of historic resources
and the need to preserve certain buildings having special architectural, cultural,
or historical value.
Section 2. A Historic Preservation Committee is hereby established,
comprised of citizens representing all five (5) voting Districts with an interest in
preserving those resources that represent the history and culture of Seal Beach.
Section 3 The City Council shall appoint one (1) resident from each District
who has interest in preserving the City's historical and cultural resources.
Section 4. The purpose of the Historical Preservation Committee is to provide
the following:
A. Guidance to the City in developing and implementing programs that
ensure the identification, designation, and protection of cultural
resources in the City,
B. Increase the public awareness of the City's historic resources;
C. Provide guidelines to identify historic resources throughout the City;
D. Promote the importance of preserving and protecting historic buildings;
E. Promote the economic health of the City and protect property values
by encouraging new construction and investment that is compatible
with the scale, style, and character of the City's residential
neighborhoods;and
F. Avoid demolition, inappropriate alteration, and neglect of the City's
historic resources.
Section 5. The Director of Community Development shall provide staff support
to the City Historic Preservation Committee, and shall call the meetings as
deemed necessary.
Section 6. The City Historic Preservation Committee shall serve in advisory
capacity to the City Council with the goal of preserving the City's historical and
cultural resources.

regular meeting held on the 27t"day of July'2015 by the following vote:
