HomeMy WebLinkAbout3 - Goals.Guidelines for Designation of Historic Resources SEA t HI ITE BEM HISTORIC PRESERVATION NUM ER COMMITTEE IFO STAFF REPORT TO: Planning Commission FROM: Director of Community Development MEETING DATE: OCTOBER 13, 2015 SUBJECT: NEW BUSINESS - DISCUSSION REVIEW COMPILATION OF GOALS AND GUIDELINES FOR DESIGNATION OF HISTORIC RESOURCES AND SET FOR FURTHER DISCUSSION AT A FUTURE MEETING SET BY THE COMMITTEE RECOMMENDATION: Staff recommends the Historic Preservation Committee reviews the compilation of guidelines provided and set the establishment of Historic Preservation Guidelines for further discussion at a future meeting set by the Committee. Historic Preservation Guidelines Scheduled Item-Discussion ANALYSIS: The Historic Preservation Committee was established to preserve resources that represent the history and culture of Seal Beach. In order to accomplish this goal, the Committee is expected to provide guidelines to identify historic resources throughout the City. The establishment of goals and guidelines will provide the Committee and staff with set criteria for seeking out and designating resources as historic. Staff has compiled a list of goals from surrounding jurisdiction for the Committee's consideration in adopting its own goals: • Guide the City in developing and implementing programs that ensure the identification, designation, and protection of cultural resources in the City. • Provide guidelines to identify historic resources throughout the City. • Promote the economic health of the City and protect property values by encouraging new construction and investment that is compatible with the scale, style, and character of the City's residential neighborhoods. • Avoid demolition, inappropriate alteration, and neglect of the City's historic resources. • Increase the public recognition and awareness of the City's historic resources. • Provide the means to identify historic resources throughout the City. • Provide basic design guidelines and technical assistance to property owners to avoid alterations and additions that compromise the characteristic features of a historic structure. • Promote the importance of preserving and protecting historic structures as a significant component of the City's physical environment and identity. • Increase property owners' awareness of the benefits of designation and preservation. • Avoid demolition, inappropriate alteration, and neglect of the City's historic resources. Staff has compiled a list of goals from surrounding jurisdictions for the Committee's consideration in establishing its own guidelines: • The building, structure, object or site has an historical/cultural significance to the city. • The building, structure, object or site has a unique architectural significance in the history of the City. • The building, structure, object or site has a distinctive architectural style and quality in the history of the City. • The building, structure, object or site is characteristic of a significant period in the history of the city. • The building, structure, object or site is associated with a significant person or event in the city. Page 2 of 3 - Scheduled Item-Discussion • The building, structure, object or site contributes to the overall character and history of a neighborhood or district and is a good example of period architecture. • The building, structure, object or site is associated with events that have made a significant contribution to the pattern of local, state or national history • The building, structure, object or site embodies the distinctive characteristics of an architectural style, type, material or the use of indigenous materials or craftsmanship, or is the work of an architect, designer or builder significant in local, state or national history. • The building, structure, object or site retains character-determining architectural features and materials. • The building, structure, object or site is associated with events that have made a significant contribution to the broad patterns of the history of the City, State, or Nation. • The building, structure, object or site is associated with persons significant in the history of the City, State, or Nation. • The building, structure, object or site exemplifies the best remaining building type or architectural style in a neighborhood. • The building, structure, object or site is essential to the integrity of another landmark. • The building, structure, object or site is integral to maintaining a natural or cultural landscape that strongly contributes to the well-being of the people of the City, State, or Nation. • The building, structure, object or site has a unique location, singular physical characteristic(s), or is a landscape, view, or vista representing an established and familiar visual feature of a neighborhood, community, or of the City. The goals and guidelines above are provided for the Committee's discussion and review. The Committee will be asked to begin discussion of the goals and policies,and keep them in mind when visiting the potential inventory locations presented by staff. At a future meeting the Historic Preservation Committee will be asked to further evaluate these goals and guidelines and their applicability to existing potential historic resources within the City. The Committee will be asked to establish goals and guidelines at a future meeting as determined by the Committee. CONCLUSION: Staff recommends the Historic Preservation Committee reviews the sample. guidelines provided and set the establishment of Historic Preservation Guidelines for further discussion at a future meeting as determined by the Committee.
