Ingram, City Manager FROM: Patrick Gallegos, Assistant City Manager SUBJECT: ASSEMBLY CONCURRENT RESOLUTION 100 LETTER OF SUPPORT SUMMARY OF REQUEST: That the City Council sign a letter of support for Assembly Concurrent Resolution 100 authored by Assembly Member Travis Allen. BACKGROUND AND ANALYSIS: Kevin Woyjeck grew up in Seal Beach and attended McGaugh Elementary School, McAuliffe Middle School, and Los Alamitos High School. When he was 15 years old, Kevin joined the Los Angeles County Fire Department Explorer Program and became an emergency medical technician while in high school. Shortly after graduating high school, he joined an ambulance crew. Kevin had extensive training as a firefighter, having taken firefighting classes at Santa Ana College, El Camino College Structure Fire Academy, and the Department of Forestry and Fire Protection Academy in San Luis Obispo. Kevin also spent a season in South Dakota, where he joined the Johnson Valley Volunteer Fire Department and performed indirect wildland firefighting for the South Dakota Wildland Fire Division. In April 2013, Kevin was honored to join the Granite Mountain Hotshots, an elite crew of 20 young men in top condition, based in Prescott, Arizona, who had direct wildland firefighting responsibilities with the ability to provide service anywhere in the nation. After successfully fighting fires and saving lives and property in New Mexico and Arizona, Kevin and the other members of the crew responded to an out-of-control fire in Yarnell, Arizona on June 30, 2013. 19 of the 20 young men in the Granite Mountain Hotshots tragically lost their lives in that fire. Kevin was 21 years old when he lost his life. Recently, Assembly Member Travis Allen introduced Assembly Concurrent Resolution 100 (Attachment A), which would dedicate a portion of Interstate 405 Agenda Item D in Seal Beach as the Kevin Woyjeck Memorial Highway. This resolution would ensure that all those that drive the 1-405 in Seal Beach can honor the memory of Kevin and his entire crew. Assembly Member Allen has requested that the Seal Beach City Council submit a letter of support for this Resolution (Attachment B). ENVIRONMENTAL IMPACT: There is no environmental impact for this agenda item. LEGAL ANALYSIS: The City Attorney has reviewed and approved it as to form. LEGISLATIVE COUNSEL'S DIGEST ACR 100, as introduced, Travis Allen. Kevin Woyjeck Memorial Highway. This measure would designate a portion of Interstate 405 in the County of Orange as the Kevin Woyjeck Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. Fiscal committee: yes. 1 WHEREAS,As the son of a captain in the Los Angeles County 2 Fire Department, the grandson of a smokejumper, and the eighth 3 firefighter in the Woyjeck family, Kevin Woyjeck knew from an 4 early age that he wanted to be a firefighter and was laser-focused 5 on achieving that goal; and 6 WHEREAS, Kevin grew up in Seal Beach, California, and 7 attended McGaugh Elementary School in Seal Beach and 8 McAuliffe Middle School and Los Alamitos High School,both in 9 Los Alamitos, California; and 99 ACR 100 —2— 1 WHEREAS, Kevin was a very active person who loved the 2 outdoors from an early age and could often be found fishing or 3 diving anywhere from Seal Beach to Laguna Beach; and 4 WHEREAS,Kevin spent every summer for nine years as a Seal 5 Beach Junior Lifeguard; and 6 WHEREAS, When he was 15 years old, Kevin joined the Los 7 Angeles County Fire Department Explorer Program, a program 8 that he loved because the firefighters taught him so much about 9 the fire department and station etiquette; and 10 WHEREAS, Kevin became an emergency medical technician 11 while in high school and worked on an ambulance crew shortly 12 after graduating; and 13 WHEREAS,Kevin had extensive training as a firefighter,having 14 taken firefighting classes at Santa Ana College,El Camino College 15 Structure Fire Academy, and the Department of Forestry and Fire 16 Protection Academy in San Luis Obispo; and 17 WHEREAS, Kevin also spent a season in South Dakota,where 18 he joined the Johnson Valley Volunteer Fire Department and 19 performed indirect wildland firefighting for the South Dakota 20 Wildland Fire Division as part of a Type 24A Handcrew; and 21 WHEREAS, In April 2013, Kevin was honored to join the 22 Granite Mountain Hotshots, an elite crew of 20 young men in top 23 condition, based in Prescott, Arizona, who had direct wildland 24 firefighting responsibilities with the ability to provide service 25 anywhere in the nation; and 26 WHEREAS, After successfully fighting fires and saving lives 27 and property in New Mexico and Arizona, Kevin and the other 28 members of the crew responded to an out-of-control fire inYarnell, 29 Arizona, on June 30, 2013; and 30 WHEREAS, Nineteen of the twenty young men in the Granite 31 Mountain Hotshots tragically lost their lives in the fire, including 32 Kevin; and 33 WHEREAS,Kevin always had a smile on his face and,although 34 he was taken at 21 years of age, he lived and loved a full life's 35 worth; now, therefore, be it 36 Resolved by the Assembly of the State of California, the Senate 37 thereof concurring, That the Legislature hereby designates the 38 portion of Interstate 405 between postmile 24.178 and postmile 39 20.4 in the County of Orange as the Kevin Woyjeck Memorial 40 Highway; and be it further 99 -3— ACR 100 1 Resolved, That the Department of Transportation is requested 2 to determine the cost of appropriate signs consistent with the 3 requirements of the state highway system showing this special 4 designation and, upon receiving donations from nonstate sources 5 sufficient to cover the cost, to erect those signs; and be it further 6 Resolved,That the Chief Clerk of the Assembly transmit copies 7 of this resolution to the Director of Transportation and to the author 8 for appropriate distribution. O 99 October 26, 2015 The Honorable Travis Allen Assemblyman 72nd District State Capitol, Room 4015 Sacramento, CA 95814 Re: ACR 100 (Allen) — SUPPORT Dear Assemblyman Allen: On behalf of the City Council, I would like to offer my enthusiastic support for Assembly Concurrent Resolution 100 which would dedicate a portion of Interstate 405 in Seal Beach as the Kevin Woyjeck Memorial Highway. As you know, Kevin Woyjeck was a dedicated member of the Granite Mountain Hotshots when he lost his life battling a wildfire in June of 2013 along with 18 of his colleagues. This resolution would ensure that all those that drive the 1-405 in Seal Beach can honor the memory of Kevin and his entire crew. The Seal Beach City Council is grateful for the ultimate sacrifice that was made that day by the Hotshots and we were pleased to learn of this effort to commemorate their brave efforts to protect life and property. For these reasons, the City of Seal Beach is proud to support ACR 100 in the California Legislature.
