Roberts, City Clerk ORAL COMMUNICATIONS Joyce Parque, Patty Campbell and Robert Goldberg spoke regarding the City Manager's Performance Evaluation and compensation. CLOSED SESSION The City Attorney announced that the City Council would meet to discuss the item identified on the closed session agenda A. Roberts, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES City Clerk Robin Roberts stated the following documents were received after the posting of the December 14, 2015, City Council Agenda: PowerPoint Presentation from the Orange County Transportation Authority, Email dated December 14, 2015 from Robert Goldberg regarding Item A, PowerPoint Presentation regarding Item A, PowerPoint Presentation regarding Item L. Deaton moved, second Miller, to hear the presentation regarding Item L, Capital Improvement Projects Quarterly Workshop tonight and ask staff to continue the action of this item to the first meeting in January 2016. AYES: Deaton, Sloan, Miller, Massa - Lavitt, Varipapa NOES: None Motion carried Massa - Lavitt moved, second by Miller, to pull Items B, G, H and K as requested by Council Member Miller and Items F and J as requested by Council Member Massa - Lavitt, and to move Item F to directly after oral communications. Speakers: Carla Watson spoke regarding the continued availability to purchase Centennial Celebration memorabilia. Frank Bursinger complimented the Seal Beach Police Department. Rhonde Winkler of the Golden Rain Foundation spoke regarding the proposed OCTA Bus Draft Service Plan. Robert Goldberg spoke regarding the location of the emergency storm drain pumps. Robert Elsner spoke of flooding concerns in his neighborhood. Joyce Parque spoke regarding her concerns of government transparency. 0 0 Page 3 - City Council 12/14/15 Consent Calendar Item Moved Forward F. Submittal of Yearly Expenditure Report to Orange County Transportation Authority for Measure M2 Eligibility — Adopt Resolution 6610 of the Seal Beach City Council Approving the Measure M2 Expenditure Report for the City of Seal Beach Fiscal Year 2014 -2015. City Engineer /Deputy Director of Public Works Michael Ho presented the item summarizing the information provided in the staff report. At the inquiry of Council, Orange County Transportation Authority representatives provided information regarding Measure M2 eligibility policy process. Massa - Lavitt moved, second by Miller to adopt Resolution 6610 of the Seal Beach City Council. AYES: Deaton, Sloan, Miller, Massa - Lavitt, Varipapa NOES: None Motion carried COUNCIL ITEMS A. Seal Beach Detention Center Report. Receive and file the Seal Beach Detention Center Report. Seal Beach Police Department Chief Joe Stilinovich provided a PowerPoint presentation titled "Seal Beach Police Detention Center Update." Chief Stilinovich gave a history of the item and discussed staffing, revenues and goals. He concluded with the recommendation that the City continue to operate a fully staffed jail facility. Massa - Lavitt moved, second by Miller, to receive and file the Seal Beach Detention Center Report. AYES: Deaton, Sloan, Miller, Massa - Lavitt, Varipapa NOES: None Motion carried CITY ATTORNEY REPORT City Attorney Craig Steele reported that the City Council met in Closed Session on the two items listed and gave direction to staff. CITY MANAGER REPORT City Manager Jill Ingram reminded the public of the City Hall closure from December 21st through January 4`h and stated that emergency, marine safety and trash collection services will remain operational during the time. COUNCIL COMMENTS Council reports on attendance at conferences and meetings. Mayor Pro Tern Sloan wished everyone a Merry Christmas and Happy Holiday. ' Council Member Varipapa spoke of attending the Saint Anne's Thanksgiving Dinner, Tree Lighting at the Pier, Christmas Parade, Breakfast with Santa, and thanked the volunteers and staff for these wonderful events. He then commented how much he and his family enjoyed the many Centennial Celebration events. Mayor Deaton wished everyone a Merry Christmas, Happy Holiday, Happy Hanukkah and Happy New Year. There was general discussion regarding the type of work originally scheduled, cost estimates, and proposed upgrade changes. Notice of Completion for 8th Street Sewer Pump Station Project No. SS 0901-3 - Adopting Resolution 6612 of the Seal Beach City Council accepting completion of the 8th Street Sewer Pump Station Project No. SS0901 -3 and directing the filing of a Notice of Completion for the project. Associate Engineer David Spitz presented the item and summarized information provided in the staff report. ' Miller moved, second by Sloan, to adopt Resolution 6612 of the Seal Beach City Council. City Engineer /Deputy Director of Public Works Michael Ho presented the item and summarized information provided in the staff report. There was general discussion regarding noise study standards and the location of monitors used for this specific study. Miller moved, second by Sloan, to receive and file the West County Connector Project Post Construction Freeway Noise Study, AYES: Deaton, Sloan, Miller, Massa - Lavitt, Varipapa NOES: None Motion carried K. 2015/16 El Nino Storm Preparation — EM1601- Adopt Resolution 6614 of the Seal Beach City Council authorizing the City Manager to execute a Professional Services Agreement with Moffatt & Nichol for On -All Coastal Engineering Services, Amendment No. 2 to the contract with Post Earthworks Constructors, Inc. and authorizing the City Manager to execute Purchase Orders as described Director Basham presented the item highlighting the proactive approach the City is taking with respect to El Nino preparations. There was discussion regarding the number Page 6 — City Council 12/14/2015 of emergency storm drain pumps, low lying areas within the City, strategic placement of the installed pumps and the monitoring process by staff. Miller moved, second by Sloan, to adopt Resolution 6614 of the Seal Beach City Council. NEW BUSINESS M. Approval of Issuance of 2016 Special Tax Refunding Bonds for City of Seal Beach Community Facilities District No. 2005 -01 (Pacific Gateway Business Center) — Adopt Resolution 6615 of the Seal Beach City Council Authorizing the Issuance of Community Facilities District No. 2005 -01 (Pacific Gateway Business Center) 2016 Special Tax Refunding Bonds, and Approving Related Documents and Actions. Director of Finance /City Treasurer Victoria L. Beatley presented the item providing background information regarding bond refunding and the specific benefits with respect to 2016 Special Tax Refunding Bonds as presented. Massa - Lavitt moved, second by Miller, to adopt Resolution 6615 of the Seal Beach City Council. AYES: Deaton, Sloan, Miller, Massa - Lavitt, Varipapa NOES: None Motion carried L. Capital Improvement Projects Quarterly Workshop — Update of the City of Seal Beach Capital Improvement Projects. Director Basham introduced the item, providing a brief overview of the presentation. He then introduced City Engineer /Deputy Director of Public Works Michael Ho and Associate Engineers David Spitz and Cesar Rangel who then assisted in the presentation. At conclusion of the presentation there was discussion regarding the potential of using asset management services with respect to prioritizing Capital Improvements Projects based on risk -based decisions. City Manager Jill Ingram thanked the presenting staff for the detailed and thorough information. There was no motion on this matter. This matter has been continued to the January 11, 2016 City Council meeting. N. Re- organization — Selection of Mayor and Mayor Pro Tem — Consideration of the selection of Mayor and Mayor Pro Tem. City Attorney Craig Steele called for the nomination of Mayor 2016. Mayor Pro Tem Sloan nominated Council Member Sandra Massa - Lavitt as Mayor 2016.
