HomeMy WebLinkAboutCC Res 6618 2016-01-25RESOLUTION NUMBER 6618 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ESTABLISHING GUIDELINES, POLICIES AND PROCEDURES TO BE FOLLOWED BY THE HISTORIC PRESERVATION COMMITTEE TO DESIGNATE HISTORIC RESOURCES IN THE CITY OF SEAL BEACH THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE: Section 1. The City Council recognizes the importance of historic resources and the need to preserve certain buildings having special architectural, cultural, or historical value. Section 2. A Historic Preservation Committee was established on July 27, 2015, comprised of citizens representing all five (5) voting Districts with an interest in preserving those resources that represent the history and culture of Seal Beach. Section 3 The Historic Preservation Committee developed guidelines for identifying potential historic resources and established policies and procedures for reviewing and officially designating historic resources. Section 4. Resources within the City will be eligible for designation as a historic resource if they meet at least one of the following guidelines: 1. The building, structure, object, resource or site has historical /cultural significance and /or a unique architectural significance in the history of the City. 2. The building, structure, object, resource or site has a unique architectural significance or is the work of an architect, designer or builder significant in local, state or national history. 3. The building, structure, object, resource or site is characteristic of a significant period and /or is associated with a significant person or event in the history of the City. 4. The building, structure, object, resource or site contributes to the overall character and history of a neighborhood or district and is a good example of period architecture. 5. The building, structure, object, resource or site is associated with events that have made a significant contribution to the pattern of local, state or national history 6. The building, structure, object, resource or site embodies the distinctive characteristics of an architectural style, type, material or the use of indigenous materials or craftsmanship, and quality in the history of the City. 7. The building, structure, object, resource or site is associated with persons significant in the history of the City, State, or Nation. 8. The building, structure, object, resource or site has a unique' location, singular physical characteristic(s), or is a landscape, view, or vista representing an established and familiar visual feature of a neighborhood, community, or of the City. Section 5. Property owners who desire a historic resource designation for their property can request the designation through the following procedure: 1. Eligibility & Criteria: a. Resources that have been identified on the Historic Preservation Committee's list of potential resources may submit an application for official designation as a historic resource. b. Property owners who are not identified on the list assembled by the Historic Preservation Committee and wish to seek a historic resource designation may also apply if they are able to provide evidence showing the need or reason for the designation. c. Resources must meet at least one of the Guidelines for Historic Preservation. Resolution Number 6618 2. Request: a. An application, provided by the City, must be submitted to the Community Development Department. b. Provide all documents related to the age of the resource and its relevance /importance to the history of the community and /or region. This may, include items such as, but not limited to, newspaper clippings, photos, book excerpts, permits or similar records. c. A copy of the grant deed must be submitted along with the application to show full ownership of the property. d. A site plan and floor plan must be submitted along with the application showing the location of the existing resource and any other structures that may be located on the subject site. e. Photos of the resources and subject property must be submitted along with the application. Recent color photos must be submitted to show the existing condition of the property. In addition, any historic photos that may help to determine age or reflect historic status of the potential resource should be provided. f. Property owner must provide a summary of all improvements and alterations completed on the subject site. 3. Review: a. Staff will review all applications and present the requests to the Historic Preservation Committee for review. b. Prior to setting the application for a meeting before the Historic Preservation Committee, staff will conduct an inspection of both the interior and exterior of the property. The property owner must be present for the inspection. c. The Historic Preservation Committee will review all requests and vote to make recommendations to the ;City Council. d. The City Council will review potential resources that have been recommended by the Historic Preservation Committee. The City Council is the final decision making body in designating all historic resources. 4. Approval: a. Once a property and or building is approved as a historical resource, the property owner is permitted to apply for a Conditional Use Permit to improve the building pursuant to the Nonconforming section of the Seal Beach Municipal Code. b. Once the CUP is approved, the resource must be maintained and cannot be significantly altered without the approval of the Historic Preservation Committee. Section 6. Designated historic resources will be provided with a plaque to identify their historic significance and featured in the City's Historic Resource Inventory.
