Minutes of March 28, 2007
Mr. Whittenberg reported that Chairperson Voce was absent tonight and currently there
is no elected Vice-Chairperson. He recommended that Member Hurley serve as Acting
Chairperson tonight. Member Hurley accepted and the Board was in agreement.
Acting Chairperson Hurley called the Environmental Quality Control Board (EQCB)
meeting of Wednesday, March 28, 2007, to order at 6:30 p.m. The meeting was held in
City Council Chambers and began with the Salute to the Flag.

Lee Whittenberg, Director
Absent: Chairperson Voce, Member Neal
Mr. Whittenberg stated that Chairperson Voce had called to report that he would be not
be present this evening. He then requested that a motion be made to excuse
Chairperson Voce. He also noted that he had not heard from Member Neal.
With no objection from the Board, Acting Chairperson Hurley so ordered to excuse
Chairperson Voce.
II Approval of Agenda
Acting Chairperson Hurley requested that Item Nos. 5 and 7 be removed from the
Consent Calendar for discussion.
MOTION by Barton; SECOND by Vineyard to approve the Agenda as amended.

5. Receive and File - Seal Beach National Wildlife Refuge: Planning Update 1,
March 2007.
Acting Chairperson Hurley referred to the map of the Wildlife Refuge as it appears on
Page 4 of the above-noted report and noted that it difficult to read and is inaccurate, as it
shows the wildlife refuge as bordering Seal Beach Boulevard (SBB) up to Westminster
Avenue. Mr. Whittenberg noted that the boundaries on the map are actually correct, as
the text identifier for SBB was placed in the wrong location. He also noted that the map on
the original report does appear in color making it easier to read. Acting Chairperson
Hurley then noted that there is also no mention of the "oil island" in the text. Mr.
Whittenberg indicated that Staff would be attending the scoping meeting scheduled for
April 3, 2007, at which time Staff will relay these comments regarding the report.

7. Receive and File - Comment Draft Recommendations by The Association of
Environmental Professionals (AEP) On How To Analyze Greenhouse Gas
Emissions and Global Climate Change In CEQA Documents, Dated March 5,
2007.
Acting Chairperson Hurley referred to the last sentence in Paragraph 2 on Page 8 of the
above-noted document and requested clarification on Assembly Bill 32 (AB 32). Mr.
Whittenberg stated that he is not familiar with AB 32, but Staff will investigate and report
back to the Board. Acting Chairperson Hurley then asked if, related to the project
scheduled for review on April 11, it would be unreasonable to ask questions regarding
global warming impacts. Mr. Whittenberg stated that at this point, Staff has no guidance
on this issue, but the proposed project to be reviewed will replace the current structure and
facility with something that will have less impact than what currently exists. He noted that
even if regulations were in place, he believes the analysis would probably show that the
project is so small that it would not have a cumulative impact towards greenhouse gases.
He explained that the greenhouse gas issue would probably be more revalent in a larger
scale project like the redevelopment of the EI T oro Marine Base.

9. Consideration of Election of Chairman and Vice-Chairman

Provide direction to Staff. Receive and File Staff
Mr. Whittenberg stated that the Board should decide on a date on which they would like
this item placed on the agenda. Acting Chairperson Hurley suggested that elections for
Chairperson and Vice-Chairperson be placed on the agenda for the next regularly
scheduled meeting in May 2007. The Board was in agreement.
MOTION by Barton; SECOND by Vineyard to conduct elections for Chairperson and
Vice-Chairperson during the next regularly scheduled EQCB meeting in May 2007.

VI Staff Concerns
Mr. Whittenberg reminded the Board that it would be adjourning to Wednesday, April
11, 2007, for review of the Draft Initial Study Mitigated Negative Declaration for the Seal
Beach Townhomes project. He noted that there would also be a couple of other minor
items on this agenda.
VII Board Concerns
Member Barton asked why the meeting was scheduled for April 11, 2007, rather than
the end of the month. Mr. Whittenberg explained that the comment period for the Seal
Beach Townhomes document will close on April 20, 2007.
Member Vineyard reported that he would be absent from the meeting of April 11,2007.
Mr. Whittenberg asked that Mr. Vineyard provide his written comments to Staff prior to
the closing date of April 20th.
VIII Adjournment
Acting Chairperson Hurley adjourned at 6:55 p.m. to the adjourned meeting of April 11,
2007.
