Ingram, City Manager FROM: Joe Bailey, Marine Safety Chief SUBJECT: NEW PART-TIME LIFEGUARD JOB CLASSIFICATION SUMMARY OF REQUEST: That the City Council adopt Resolution 6631, amending the Part-Time Employees Pay Structure to establish a new part-time job classification of Beach Lifeguard Trainee as Pay Grade 4. BACKGROUND AND ANALYSIS: Each year the Marine Safety Department hires and trains new lifeguards. The training process requires over 100 hours of training for each new lifeguard. Historically, the Marine Safety Department conducts a physical test that is open to the public. Of these participants, 20 candidates are invited to the training academy and 5 - 10 of these candidates successfully complete the academy and are hired. In recent years, due to labor laws and liability issues, the City has been required to hire the candidates before the training academy begins. The only applicable job classification for the new hires has been as a Beach Lifeguard (currently $17.82 per hour, Grade 15 Step 1 in the City's Part-Time Employees Pay Structure)(see Attachment A). In order to reduce the training cost, Marine Safety has recently reduced the number of candidates invited to training to 7-12, while still hiring the top 5-10 as needed. In the next three years, it is anticipated that there will be more vacancies within the Marine Safety Department, requiring increased annual hiring. To ensure we are hiring the best possible candidates, it is imperative to increase the number of candidates entering the training academy. In order to do this in a prudent and financially responsible manner, the Department is requesting that a new part-time classification of Beach Lifeguard Trainee be added as Grade 4 (Step 1 is currently $10.42 hourly) in the City's Part-Time Employees Pay Structure. Proposed Resolution 6631 (Attachment B), amends Resolution 6479, and establishes this new part-time position. Agenda Item F ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: The financial impact will be less than in prior years as the Beach Lifeguard Trainees will be hired at the Grade 4 Step 1 which is $10.42, rather than Grade 15 Step 1 which is $17.82. RECOMMENDATION: That the City Council adopt Resolution 6631, amending the Part-Time Employees Pay Structure to establish a new part-time job classification of Beach Lifeguard Trainee as Pay Grade 4. WHEREAS, the Government Code of the State of California prescribes a procedure for resolving matters regarding wages, hours and other terms and conditions of employment; and WHEREAS, Resolution 6479 was approved by the City Council on June 23, 2014 establishing the current Part-Time Employees Pay Structure; and WHEREAS, the Marine Safety Department has identified a need to create the new part-time position for the Marine Safety Beach Lifeguard Rookie Academy as Beach Lifeguard Trainee as Pay Grade 4; and, WHEREAS, if an employee is hired on a part-time basis to an existing classification, that employee shall be paid at the hourly equivalent of the assigned step within the assigned grade for that job classification. NOW, THEREFORE, BE IT RESOLVED the Seal Beach City Council hereby: Section 1. Amends Resolution 6479, and approves the revision to the 2014 City of Seal Beach Pay Structure for Part-Time Employees, effective March 28, 2016, attached hereto as Exhibit 1 and incorporated by this reference. Section 2. The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original resolutions.
