Ingram, City Manager FROM: Jim Basham, Director of Community Services SUBJECT: UPDATE ON SEAL BEACH TENNIS CENTER/BLUEBELL PARK SITE PLAN SUMMARY OF REQUEST: That the City Council receive and file the update on the Seal Beach Tennis Center/Bluebell Park Site Plan. BACKGROUND AND ANALYSIS: In 2013, the City Council adopted the Parks and Community Services Master Plan which provided recommendations to improve and expand recreational activities for various parks throughout the City. As part of the adopted Master Plan it was recommended that the City perform a study of the Seal Beach Tennis Center site and include Bluebell Park in the study to optimize the total acreage and recreational opportunities. In 2014, the City hired Placeworks landscape and architectural firm to visit the Seal Beach Tennis Center and Bluebell Park and perform an assessment to prepare a site specific plan for the Seal Beach Tennis Center and Bluebell Park. After the assessment, Placeworks began a review of all data related to the project area and coordinated with staff on a public outreach method. Once the Placeworks design team reviewed the data related to the project, they conducted a public outreach program involving stakeholders, including the Seal Beach Tennis Center members and the residents in College Park East to obtain a better understanding of the community's desires. Recreational activities and programs suggested include the following: 1. Use Tennis Center for open community recreation activities. 2. Designate additional picnic areas. 3. Traffic calming methods for Aster Street between Seal Beach Tennis Center and Bluebell Park. 4. Relocate the playground structure to allow large area for sports. 5. A pedestrian friendly pathway leading from Bluebell Park to Seal Beach Tennis Center. Agenda Item H The City will continue to work with the community on the Park design and will bring back a site design plan options to the Recreation and Parks Commission for input and then to the City Council for consideration. Residents will be invited to the Recreation and Parks Commission meeting to allow additional comments. A Placeworks representative will be present at the March 28th, 2016 Council meeting. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: There is no financial impact.
