The status for each activity has been summarized using the following definitions. • Complete — Work on the activity has been completed. (Note: Completed activities should be removed from the list.) • In progress — Work on the activity has been initiated, but is not yet complete. There is an expected end date, even if it may take more than one year. • Ongoing — Work on the activity will be ongoing with no anticipated end date. (Note: If it is an ongoing expectation, it should be removed from the list.) • Not Yet Started — Work on the activity has not yet started. (Note: There are many legitimate reasons for not starting an activity, such as lack of resources, lack of staff capacity, or the emergence of new priorities that became more important.) • No Longer Relevant —Factors beyond the City's control have made the activity impossible or infeasible to complete. (Example: the OCFA Ambulance RFP process) Goal: Maintain and Improve Public Assets and Infrastructure Activity Status Initiate pier improvements Staff received direction from City Council to move forward and obtain bid proposals to demolish structures at the end of the Pier and make necessary repairs. Identify alternatives for funding the Parks and Recreation Master Plan Staff continues to search for grant opportunities Page 2 Activity Status Identify a site and develop a new community pool On September 8, 2014 City Council awarded a professional Incorporated as service contract to White and Westburg to determine the most suitable site location and prepare a site design for a community aquatic pool, including environmental assessment and feasibility analysis. Staff is meeting with the Los Alamitos School Board to discuss pool design alternatives and a potential site location. Staff and the City's consulting team will continue to work with representatives from the Naval Weapons Station. Execute the Seal Beach Tennis Center site plan On December 8, 2014 the City Council awarded a professional services contract to Placeworks to conduct a public outreach program and prepare site designs with costs for various recreational programs and activities for the Tennis Center and Bluebell Park. The design plan is in the final stages after conducting several public outreach meetings with surrounding residences. The consulting team will presenting a concept to the Recreation and Parks Commission for their consideration. Filming in the Community Traditionally, filming in the City did not occur. However, recent inquiries from the filming industry positioned staff to reassess the possibility of allowing filming to occur, but with thorough evaluation with a film permit process, which included coordination with the Orange County Film Commission. Staffs created a streamlined film permit application procedure and permit issuance process that carefully evaluates the nature of the film, site locations, time periods and traffic circulation. So far, the City has welcomed two major film companies into the community with extended time periods to complete their movies Climate Action Plan The City was awarded a SCAG (Southern California Association of Government) grant to create a Climate Action Plan of locally relevant measures to minimize greenhouse gas (GHG) emissions within households, businesses and local government operations. The CAP will serve as the City's first step towards developing long range comprehensive plans to move from current practices to a more sustainable city as envisioned in Senate Bill 375 (SB 375) Sustainability Strategies, Assembly Bill 32 (AB 32) Global Warming and Solutions Act, and SCAG's 2012 -2035 Regional Transportation Plan /Sustainable Communities Strategies. The CAP will serve as a roadmap to reduce GHG emissions and promote economic growth and increase quality of life Joint Land Use Study A Joint Land Use Study (JLUS) is a cooperative planning effort between a military installation and the surrounding community, designed to promote community growth and development that is compatible with an installation's training and operational missions. Specifically, the study will focus on describing the active erosion of the City's beach front caused by Federal navigation works construction during the 1940s. The man made Page 11 Activity Status construction of the jetties to help navigate naval warships into the Seal Beach Naval Weapons station has significantly disrupted the community's quality of life for Seal Beach and diminished its capacity for recreation and protection of adjacent structures. Staff recently forwarded the complete application to our Federal representative Incidental Entertainment Ordinance For the past several months staff has been working in conjunction with the City Attorney's office in creating an incidental entertainment ordinance to permit local businesses the opportunity to improve their economic viability while ensuring the protection of the residential community from unplanned nuisances Ordinance on Donation Bins Recently, cities have been challenged in court for prohibiting clothing and other small item bins on private commercial properties. In Seal Beach, Code Enforcement removed six (6) such bins from shopping center and gasoline stations. Typically, the bins are placed in parking spaces or driveways creating a safety hazard and they are usually delivered and placed overnight without any permission from cities. The draft ordinance will address the placement of such donation bins that will be in compliance with court decision Ordinance Amendment to Address Marijuana Dispensaries In anticipation of new legislation that will permit an individual to grow Marijuana from a residence, staff — in conjunction with the City Attorney's office — is working on a code amendment that would address this issue City Yard Certification Training A recent assessment of the City Yard employees has determined that all staff is out of compliance with OSHA safety rules and regulation certifications for the past several years. As a result, staff quickly organized the required training that will be hosted at the Seal Beach City Yard where other surrounding cities can send their employees for certification as well. The training will Page 12 Activity Status start next month and will last for the next 18 to 24 months. The City will host mandatory workshops at the Yard provided by the California Joint Powers Insurance Authority (CJPIA). In conjunction to coordinating the removal of items on the public Page 13 Activity Status beach, staff will be working with the California Coastal Commission to develop a program that will allow residents to purchase a picnic table similar to the memorial bench program that the City currently manages Historic Preservation Committee On August 10, 2015 the City Council established the Seal Beach Historical Preservation Committee with the goal of preserving Seal Beach's history. Staff has been working with the committee to establish goals and guidelines for the preservations of sites that the committee feels add value to the community. Participated in all events and provided consultation, inspection, and response services for fireworks display Homeless Liaison Efforts • Homeless Liaison Officers continue to monitor for issues, and recently is working with the business complex at 5th and Pacific Coast Hwy regarding a current transient issue High Profile Cases • On Thursday, March 26th, Seal Beach Police Detectives arrested a suspect for attempting to sell a fake diamond. The suspect contacted a Seal Beach business to post an advertisement for a $29,000 diamond being sold for $9500. Detectives answered the ad and conducted an undercover operation, ultimately resulting in the apprehension of the suspect. • On May 24th, a citizen called the Seal Beach Police Department and reported a suspicious older male and a teenage girl sitting in a car together. Prior to officers arriving, the teenage girl exited the car and the suspect Fled the area. Interviews with witnesses revealed the suspect approached the girl on the Seal Beach Pier and offered to give her a ride in his Page 15 Activity Status convertible. The girl accompanied the suspect to his car, where he offered her alcohol, displayed a large amount of cash and asked her to join him at his condominium. Two citizens, who had been watching the suspect and the girl, intervened and told her to get out of the car. The suspect became verbally confrontational with bystanders and fled before officers arrived on scene. The suspect, later identified as Michael Lux (64, Los Angeles), was currently on Federal Probation for robbery. He was also alleged to be a sexual predator because of a history of sexual assaults and rape. Lux was positively identified after the incident in Seal Beach and a warrant was issued for his arrest. He has since surrendered to federal authorities. The Orange County District Attorney's Office has filed charges against Lux. • On July 161', Seal Beach Police Detectives arrested a juvenile suspect for assault with a deadly weapon with a tire iron two weeks prior. The suspect was identified after video footage of the crime was aired on local news outlets and an anonymous tip was made. No booking photos or information for the suspect was released due to his being a juvenile. • On August 11th, the Seal Beach Police Investigations Bureau arrested a transient (44 year old Michael Anthony Wieczorek) accused of committing, eight fraudulent check offenses that occurred at the Seal Beach Target between July and August of 2015. The total loss experienced by Target is greater than $2,700. Wieczorek is believed Page 16 Activity Status to have created and passed over 50 fraudulent checks throughout both Orange and Los Angeles Counties. At the time of his arrest and inside his vehicle, Wieczorek was in possession of methamphetamine, stolen credit cards, fictitious checks, and a fully operational identity theft /check printing station. The seizure of these items and this arrest undoubtedly prevented countless other citizens from being victimized. • On September 3rd, the Sea] Beach Police Department and US Secret Service arrested eight individuals during "Operation Money Wash ". Many of these suspects are either members or affiliates of the criminally organized "51 Nothing But Trouble Gangster Crips" and the "52nd Hoover Gangster Crips." This group is responsible for more than 140 separate crimes in over 50 cities. Over $100,000 worth of counterfeit bills has been seized nationally. Our Secret Service partners advised us they first observed these counterfeit twenties as early as 2013 and they have been found throughout the country and as far away as Jamaica. Although this started with counterfeit bills, many of the suspects involved have substantial and violent criminal histories. After several months of investigating by the combined efforts of the Seal Beach Police Department, Cypress Police Department, Los Alamitos Police Department and the United States Secret Service, "Operation Money Wash" was completed. Search warrants in 15 separate Los Angeles County locations were executed by over 200 law enforcement officials. The day culminated in a joint press conference with the United States Secret Service and Page 17 Activity Status representatives from multiple agencies who assisted in the operation McGaugh Programs and School Safety • Over the course of the last year, Cpl. Mike Ezroj was designated as the McGaugh School Liaison Officer. The Police Department has been proactive in emphasizing safety around school buses. Patrol checks have been done around the bus schedule, the signboard has been used to remind motorists to stop for red flashing lights, and McGaugh has been monitored during peak traffic hours. • Police Department employees have joined other city employees in engaging with students and staff at McGaugh through a variety of programs, including Red Ribbon Week, Read Across America, and through presentations on internet safety Philanthropic Efforts . In August 2014, members of the Seal Beach Police Department took part in the ALS Ice Bucket Challenge during the last summer concert in order to support ALS research. Participants were encouraged to donate online. • In July 2014, the Seal Beach Police Department teamed up with Macaroni Grill for a Tip -A -Cop fundraiser. Proceeds from the fundraiser were donated to CHOC Children's Hospital for the neurological program in support of a student from McGaugh. In October 2014 and October 2015, the Seal Beach Police Department team participated in the COPSWEST BBQ Competition, where they raised $1000 each year for a charity of their choice. In 2014, monies were raised for Page 18 Activity Status the Seal Beach Animal Care Shelter and in 2015 monies were raised for the non - profit organization Honoring Our Fallen Bicycle Safety and Theft Prevention The Seal Beach Police Department has authored bicycle safety pamphlets and periodically has public service announcements in the Sun Newspaper about bicycle safety. Additionally, they have partnered with Pedego Seal Beach to occasionally give presentations at monthly meetings regarding bicycle safety and theft prevention Centennial Celebration — PD Participation In honor of the Centennial year, the Seal Beach Police Department purchased Centennial badges at no cost to the city. All employees have been wearing these badges throughout the year. The badge was also entered in the "Best of COPSWEST" competition for 2015 and won an award for Best Badge. • For the first time in years, the Seal Beach Police Department hosted an Open House as part of the Centennial celebration. The event hosted hundreds of visitors and was a great way for the department to interact with the community Community Crime Prevention Outreach The Detective Bureau is currently coordinating an internet safety presentation per the request of St. Anne's Church. Preparedness Drills A tsunami drill and awareness week will take place in March 2016 Community Engagement The Seal Beach PD's Ford Explorer was featured in the 2016 Ford Police Car Calendar. The 2016 Seal Beach Public Safety Awards Luncheon is scheduled for April 13, 2016 Police Department Vacancies • Current Vacancies /Recruitments Page 19 Activity Status o There is currently one vacancy in the detention center for a Senior CSO and a recruitment is imminent. o A succession plan is in place, as a few retirements are expected within the next year. o 1 Police Officer Vacancy (expected to be filled within the next month) o Police Officer Recruitment beginning in March 2016 Employee Committee o An employee committee has been established comprised of one employee per department. The first manned booth will take place at the 2016 Be Healthy Expo Big Belly Solar Recycling/Trash Compactor o In progress; utilizing the shared AB939 grant from the County with Los Al and Cypress, the City was able to procure 5 solar trash compactors that will be installed at Page 20 Activity Status locations desired by the Council; Staff is currently working with each Councilmember, as well as Leisure World staff to complete the installation and required training to operate and maintain the units Labor Negotiations o Staff has begun the process of bargaining with OCEA, SBSPA and Mid-Managers Page 21
