That the City Council approve the minutes of the Special City Council Meeting
held on April 12, 2016.

The City Council met in regular session at 8:30 a.m. in the Brisas Banquet Room at the
Old Ranch Country Club, Seal Beach, California. Mayor Massa-Lavitt led the Salute to
the Flag.

ORAL COMMUNICATIONS
Mayor Massa-Lavitt opened oral communications. Speakers: Emily Goodwin, District
Development Manager for Ygrene Energy Fund distributed a pamphlet titled "Customer
Assurance and Protections, Ygreneworks." Robert Goldberg distributed and discussed
one page of an Agenda Staff Report regarding the 2006/07 General Fund operating
surplus. Bruce Bennett spoke regarding information he would like added to the City
website.
CONSENT CALENDAR
At the inquiry of Council Member Miller, Director Basham clarified that the increased
costs related to the berm removal occurred because the amount of sand washed away
during the wet season was less than anticipated.

Miller moved, second by Deaton, to approve the recommended action on the Consent
Calendar.

A. 2015/16 El Nino Storm Conclusion — EM1601 —Approval of Resolution No. 6633,
authorizing the City Manager to execute Amendment No. 3 to the contract with
Post Earthworks Constructors, Inc. in the amount of $45,000 for additional berm
removal services; and approving Budget Amendment 16-10-02 to allocate
$45,000 from Tidelands Funds to Capital Project No. EM1601 and $50,000 from
General Funds to Capital Project No. EM1601
NEW BUSINESS/STRATEGIC PLANNING WORKSHOP
B. Seal Beach City Council and Management Strategic Planning Workshop -
Discuss the following: strengths and accomplishments of the City of Seal Beach
in the past year; internal weaknesses and challenges; external factors and trends
that will or might have an impact on the City of Seal Beach in the next three
years; mission statement development; identify three-year goals; six-month
strategic objectives for each of the three-year goals; and monitoring progress of
goals and objectives.
Mayor Massa-Lavitt opened the Strategic Planning Workshop and welcomed staff and
the public.
City Manager Ingram introduced Facilitator Marilyn Snider of Snider and Associates and
Graphic Recorder Gail Tsuboi of Tsuboi Design.
Ms. Snider provided an overview of the workshop and the role of the Facilitator,
Recorder, staff and public. The workshop began with collaboration and discussion on
the following City of Seal Beach subjects: Past years' strengths and accomplishments;
current internal weaknesses and challenges; external factors and trends that might have
an impact in the next three years; discussion on how each may have positive or
negative impacts; discussion and development of a Mission Statement; identification of
Three-Year Goals; and identification of six-month strategic objectives for each three-
year goal.
In conclusion, Ms. Snider discussed the monthly monitoring process, importance of
transparency, and objectives of the next Strategic Planning Workshop on October 18,
2016. Each participant then provided a closing remark.

ADJOURNMENT
With no objections, Mayor Massa-Lavitt adjourned the meeting at 3:42 p.m. to Monday,
April 25, 2016 at 5:30 p.m. to meet in closed session, if deemed necessary.
