Ingram, City Manager FROM: Jim Basham, Interim Director of Public Works SUBJECT: PLANS AND SPECIFICATIONS FOR 7th STREET ALLEY WATERLINE AND SEWER REPLACEMENT PROJECT CIP NO. WT1607 SUMMARY OF REQUEST: That the City Council approve the plans and specifications for the 7th Street Alley Waterline and Sewer Replacement Project CIP No. WT1607 and authorize the solicitation for bids. BACKGROUND AND ANALYSIS: The City's adopted Water and Sewer Master Plans outlines all the maintenance and capital improvements to the water and sewer infrastructure. The Water Master Plan identifies several areas in Old Town, one of which is the 7th Street Alley, where the waterline is over 75 years old and past the recommended expected useful life. Staff recommends this water line be replaced and since the subsurface will be excavated, the aging sewer line should be replaced as well. The 7th Street Alley Waterline and Sewer Replacement Project CIP No. WT1607 (Project) will replace both water and sewer lines. The waterline will be replaced with an 8 -inch PVC pipe and the water meters will be upgraded. The sewer pipe will also be replaced with 8 -inch PVC pipe. Lastly, this project will rehabilitate the alley pavement with a new concrete surface. At the October 12, 2015 City Council meeting, the City Council approved a professional service agreement with Anderson Penna Partners, Inc. to prepare complete plans, specifications, and engineer's cost estimate for the Project. The plans and specifications have been completed and approved by the Deputy Director of Public Works /City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the Public Works' office. Agenda Item C ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved as to form. FINANCIAL IMPACT: In the approved FY 2015116 Budget, $320,000 of Water Capital Fund and Sewer Capital Fund is identified for design and construction of the Project. Anderson Penna Partners, Inc. design services fee is $35,380 which leaves a balance of $284,620 for construction. RECOMMENDATION: That the City Council approve the plans and specifications for the 7`h Street Alley Waterline and Sewer Replacement Project CIP No. WT1607 and authorize the oli itation for bids.
