Ingram, City Manager FROM: Jim Basham, Interim Director of Public Works SUBJECT: PLANS AND SPECIFICATIONS FOR 2016 ANNUAL SLURRY SEAL PROJECT CIP NO. ST1601 SUMMARY OF REQUEST: That the City Council approve the plans and specifications for the 2016 Annual Slurry Seal Project CIP No. ST1601 and authorize the solicitation for bids. BACKGROUND AND ANALYSIS: A slurry seal extends the effective life of asphalt concrete (AC) pavement and provides a new wearing surface. The slurry seal is spread over the existing AC pavement, which places a protective coat to the pavement that is just beginning to show signs of wear. For budget purposes, the City is divided into seven phases that provides a planning and programming mechanism to optimize the budget. The table below shows where the program is scheduled to be in the upcoming years: Slurry Seal Program Phase Location FY IV College Park East 15/16 V College Park West & Bridgeport 16/17 VI Hill & Cove 17/18 VII Old Town 18/17 II, & III College Park East 17/18 — 20/21 By strategically utilizing the programming phase system, the City saves on construction costs by having the contractor concentrate in one area of the City. The contractor does not have to mobilize his equipment from one area to the next. As identified in the Pavement Management Program report, the 2016 Annual Slurry Seal Project CIP No. ST1601 (Project) will slurry seal phase IV in College Agenda Item D Park East. Additionally, staff has verified that the proposed locations have no sewer, water or storm drain improvements scheduled in the near future. The plans and specifications have been completed and approved by the Deputy Director of Public Works /City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the Public Works' office. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved this item. FINANCIAL IMPACT: In the approved FY 2015/16 Budget, State Gas Tax funds are budgeted for the Project in the amount of $140,000. RECOMMENDATION: That the City Council approve the plans and specifications for the 2016 Annual Slurry Seal Project CIP No. ST1601 and authorize the solicitation for bids.
