RESOLUTION NUMBER 6641
A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONSTRUCTION CONTRACT WITH RAMCO GENERAL
ENGINEERING CONTRACTOR FOR THE COUNCIL CHAMBERS
REMODEL PROJECT NO. BG1401 AND SBTV3 CONTROL
ROOM UPGRADES BG1402, INCLUDING SPECIFIED ADA
MODIFICATIONS
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE, FIND AND
DETERMINE AS FOLLOWS:
Section 1. The City Council hereby approves the plans and
specifications for the Council Chamber Remodel Project CIP No. BG1401 and
the SBTV3 Control Room Upgrades BG1402 dated March 2016 (the "Project'),
including specified ADA modifications.
Section 2. The City Council hereby awards a contract to Ramco,
General Engineering Contractor for the Project in the amount of $310,700 and
rejects all other bids.
Section 3. The City Council hereby authorizes and directs the City
Manager to execute the contract on behalf of the City.
Section 4. The City Council hereby authorizes the City Manager to
approve payments for additional necessary contingency work (if any) in
connection with the Project in the cumulative amount not to exceed $3055,000.

Project Description:
Currently the City of Seal Beach has a Curbside Recycling Program. This program picks up Recycle Items (blue
cans), Unrecycled Items (brown cans) and Green Waste (green cans) weekly. These funds would help
supplement this program. Our Beach Parking Lots have Recycle cans for bottles and aluminum cans that are in
need of upgrading which the funds would supplement

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
AUTHORIZING APPLICATION FOR FUNDS FOR THE BICYCLE
CORRIDOR IMPROVEMENT PROGRAM FUNDED WITH
CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT
PROGRAM FUNDING UNDER THE MOVING AHEAD FOR
PROGRESS IN THE 21sT CENTURY AND FIXING AMERICAS
SURFACE TRANSPORTATION FEDERAL TRANSPORTATION
ACT FOR WESTMINSTER AVENUE CLASS -1 BIKE PATH
PROJECT
WHEREAS, the United State Congress enacted the Moving Ahead for Progress
in the 21st Century (Map -21) Federal Transportation Act on July 6, 2012 and
Fixing America's Surface Transportation (FAST) Federal Transportation Act on
December 4, 2015, which makes Congestion Mitigation and Air Quality
Improvements Program (CMAQ) funds available to the Orange County
Transportation Authority (OCTA); and
WHEREAS, OCTA has established the procedures and criteria for reviewing
proposals; and
WHEREAS, City of Seal Beach possesses authority to nominate bicycle
projects funded using Congestion Mitigation and Air Quality funding and to
finance, acquire, and construct the proposed project; and
WHEREAS, by formal action the City Council authorizes the nomination of
Westminster Avenue Class -I Bike Path Project, including all understanding and
assurances contained therein, and authorizes the person identified as the official
representative of the City of Seal Beach to act in connection with the nomination
and to provide such additional information as may be required; and
WHEREAS, the City of Seal Beach will maintain and operate the property
acquired, developed, rehabilitated, or restored for the life of the resultant facility
or activity; and
WHEREAS, with the approval of the California Department of Transportation
(Caltrans) and OCTA, the City of Seal Beach or its successors in interest in the
property may transfer the responsibility to maintain and operate the property; and
WHEREAS, the City of Seal Beach will give Caltrans and OCTA's
representatives access to and the right to examine all records, books, papers or
documents related to the bicycle project; and
WHEREAS, the City of Seal Beach will cause work on the project to be

commenced within six months following notification from the State that funds
have been authorized to proceed by the Federal Highway Administration and
that the project will be carried to completion with reasonable diligence; and
WHEREAS, the City of Seal Beach commits $336,000 of State Gas Tax
General Fund Assigned Street Improvement and Storm Drain Fund Balance
and will provide 12% of the total project cost as match to the requested
$2,464,000 in OCTA CMAQ funds for a total project cost estimated to be
$2,800,000; and
WHEREAS, the City of Seal Beach will comply where applicable with provisions
of the California Environmental Quality Act, the National Environmental Policy
Act, the American with Disabilities Act, Federal Transit Administration Title VI,
Buy America provision, and any other federal state and /or local laws, rules
and /or regulations; and
WHEREAS, the City of Seal Beach's City Council authorize the execution of any
necessary cooperative agreements between the City of Seal Beach and OCTA
to facilitate the delivery of the project; and
WHEREAS, City of Seal Beach will amend the agency Capital Improvement
Program (CIP) to include the project if selected for funding.
NOW, THEREFORE, BE IT RESOLVED:
Section 1. That the City of Seal Beach, hereby authorizes the City Manager as
the official representative of the City of Seal Beach to apply for the
Congestion Mitigation and Air Quality funding under the Moving
Ahead for Progress in the 21St Century Federal Transportation Act
and Fixing America's Surface Transportation Act for the
Westminster Avenue Class -1 Bike Path Project.
