By Motion of the Environmental Quality Control Board, this is the time to notify
the public of any changes to the agenda, re- arrange the order of the agenda,
and provide an opportunity for any member of the Environmental Quality Control
Board or staff to request an item be removed from the Consent Calendar for
separate action.
ORAL COMMUNICATIONS
At this time, members of the public may address the Environmental Quality
Control Board regarding any items within the subject matter jurisdiction of the
Environmental Quality Control Board. Pursuant to the Brown Act, the Board
cannot discuss or take action on any items not on the agenda unless authorized
by law. Those members of the public wishing to speak are asked to come
forward to the microphone and state their name for the record. All speakers will
be limited to a period of 5 minutes.

REQUEST TO CONSTRUCT AND OPERATE A HEALTH CLUB WITHIN THE
SHOPS AT ROSSMOOR CENTER
Recommendation: Staff recommends that the Environmental Quality
Control Board accept and forward the Initial Study/ Mitigated Negative
Declaration(IS /MND) with comments to the Planning Commission for the
Construction and Operation of a 37,000 square foot fitness center within the
Shops at Rossmoor center.

Minutes of June 17, 2015
Board Member Vento called the regular meeting of the Environmental Quality Control
Board to order at 6:00 p.m. in the City Council Chambers and Board Member Vento led
the Salute to the Flag.

ENVIRONMENTAL ASSESSMENT FOR CONSTRUCTION AND OPERATION OF
A PHOTOVOLTAIC SYSTEM AT THE NAVAL WEAPONS STATION SEAL BEACH
- REVIEW OF DOCUMENT AND PROVISIONS OF COMMENTS
Recommendation: Staff recommends that the Environmental Quality Control Board
authorize the Chair to sign a letter in support of the Navy Region Southwest
Environmental Assessment for Construction and Operation of Solar Photovoltaic
Systems at Naval Weapons Station Seal Beach.
Gregg Smith, Public Affairs Officer for Naval Weapons Station Seal Beach, provided a
presentation on this item. Senior Planner Landavazo identified that City staff was
concerned over the visual impact of the project because one of the project locations
was visible from Westminster Boulevard. Senior Planner Landavazo indicated that the
comment letter prepared for the EQCB reflected staff's recommendation to provide
screening as well as the EQCB's prior recommendations that installation of the
photovoltaic system(s) be conducted during a time period that would not interfere with
migratory bird patterns and that construction vehicles associated with the project should

enter the base from Westminster Avenue so that traffic would not be impacted on Seal
Beach Boulevard. Gregg Smith confirmed that screening would likely be provided and
all construction vehicles are planned to enter from Westminster Boulevard. He also
confirmed that all construction activity is coordinated with Biologists working in the
Wildlife Refuge located within Naval Weapons Station Seal Beach.
Smalewitz moved, second by Vento, to authorize the Chair to sign a letter in support of

CONSENT CALENDAR
Item 1, Minutes of June 17, 2015 was moved to the meeting of May 18, 2016. Only one
of the members present was in attendance at the meeting June 17, 2015.

2. PRESENTATION: INITIAL STUDY /MITIGATED NEGATIVE DECLARATION
(IS /MND) PREPARED IN CONJUNCTION WITH CONDITIONAL USE PERMIT
(CUP) 15 -7, A REQUEST TO CONSTRUCT A HEALTH CLUB WITHIN THE
SHOPS AT ROSSMOOR CENTER
Recommendation: Receive the presentation regarding the environmental review
process at the public meeting. Staff recommends that the Environmental Quality
Control Board review the IS /MND during the twenty day review period, from April 28,
2016 through May 18, 2016, and provide any comments to staff before May 18,
2016. Receive and File Staff Report.
Community Development Director Basham provided an overview of the project and the
site location. Senior Planner Landavazo explained that the purpose of the meeting was
to provide the Board with an overview of the California Environmental Quality Act
(CEQA) process and introduce the Initial Study /Mitigated Negative Declaration so that

the Board could review the document during the public review period. Cameron Hile, of
MIG, provided a brief presentation on CEQA.
After the presentation Chair Vento invited the audience to address any questions to the
board or staff. A member of the audience, identified as Ms. Campbell, inquired if the
subject site would be connected to any existing bike trails. Director Basham stated that
was an item that could be taken under review. Member Hirsch inquired if there were any
known hazards on the property, such as a former gas station. Mr. Hile stated that he
conducted a search and there were no known hazards on the subject site location.
Member Hirsch also made inquiries about noise and hours of operation for the proposed
health club. Mr. Hile explained that noise is anticipated from cars opening and closing
doors as they arrive and leave, which was analyzed in the IS /MND and stated that the
hours of operation were listed on page 7 of the document. Member Barton inquired
about the anticipated completion date and Mr. Hile indicated the IS /MND assumed
December 2016 but explained the actual completion would be later if the project is
approved. Member Hirsch inquired if rain water collection was analyzed and Member
Barton inquired if landscaping would be provided. Director Basham explained that a
Water Quality Management Plan was required as part of the project and landscaped
planters were proposed throughout the parking area and adjacent to the proposed
health club building.
Barton moved, second by Hirsch, to receive and file the staff report and return for
discussion on May 18, 2016 after reviewing the IS /MND.

BOARD CONCERNS
Chair Vento informed the board that his daughter held the position of Chief Financial
Officer for L.A. Fitness and asked staff to provide clarification as to whether this would
pose a conflict. Chair Vento asked staff to provide guidance prior to the meeting of May
18, 2016 so that he could take appropriate action before the meeting.

DISCUSSION:
The City of Seal Beach has received an application for a Conditional Use Permit from CPT
Shops at Rossmoor, LLC (applicant) for the development of a fitness center on the south side
of Rossmoor Center Way, west of Seal Beach Boulevard within the Shops at Rossmoor Center.
The location of the proposed health club is surrounded by residential uses to the north and west
with commercial uses to the south and east.
The proposed development of a fitness center constitutes a project that is subject to review
under the California Environmental Quality Act (CEQA) 1970 (Public Resources Code, Section
21000 et seq.) and the State CEQA Guidelines (California Code of Regulations, Section 15000
et seq.).
An Initial Study has been prepared by a third party consultant, MIG, Inc., to assess the short-
term, long -term, and cumulative environmental impacts that could result from the proposed
fitness center. The report has been prepared to comply with Section 15063 of the State CEQA
Guidelines, which sets forth the required contents of an Initial Study. These include:
• A description of the project, including the location of the project
• Identification of the environmental setting
• Identification of environmental effects by use of a checklist, matrix, or other methods,
provided that entries on the checklist or other form are briefly explained to indicate that
there is some evidence to support the entries
• Discussion of ways to mitigate significant effects identified, if any
• Examination of whether the project is compatible with existing zoning, plans, and other
applicable land use controls
• The name(s) of the person(s) who prepared or participated in the preparation of the
Initial Study
A twenty day public review period has been held from April 28, 2016 through May 18, 2016.
During this period the IS /MND has been available for public review at City Hall and all three
public libraries within the City of Seal Beach. At the April 27, 2016 a representative from MIG
provided a presentation regarding the environmental review process to the EQCB at a public
meeting. EQCB members were provided with a copy of the IS /MND and were asked to review
the document and provide any comments to staff at the special meeting on May 18, 2016. At
the time of this report, staff has received 3 comments with concerns relating to parking, traffic
generation, and noise from the project. These comments will be shared with the Board and
additional public comments will be taken at the meeting.
RECOMMENDATION
Staff recommends that the Environmental Quality Control Board accept and forward the Initial
Study/ Mitigated Negative Declaration(IS /MND) with rTments to the Planning Commission for
the Construction and Operation of a 37,000 square fpot fitness center within the Shops at
