SUBJECT: CONDUCT PUBLIC HEARING FOR URBAN WATER
MANAGEMENT PLAN AND SET DATE FOR
ADOPTION
SUMMARY OF REQUEST:
That the City Council hold a public hearing on the 2015 Urban Water
Management Plan and set this item for adoption on June 13, 2016 meeting.
BACKGROUND AND ANALYSIS:
Water Code Sections 10610 through 10656 of the Urban Water Management
Planning Act requires every urban water supplier (including wholesalers), either
publicly or privately owned, to provide water for municipal purposes to more than
3,000 customers or supplying more than 3,000 acre-feet annually to file an
updated Urban Water Management Plan (UWMP) with the Department of Water
Resources (DWR) every five years; in years ending in five or zero. This year the
UWMPs are due by July 1, 2016.
The UWMP provides the DWR with a detailed summary of present and future
water resources and demands within the City's service area and assesses the
City's water resource needs. The UWMP is a comprehensive planning water
resource document that outlines the projected water supply demand for a 25-
year planning period in a five year increment.
The first UWMP was prepared for the City in 2000. This plan was adopted by the
City Council on May 29, 2001. The Plan included sixteen Best Management
Practices (BMP's) for water demand management measures adopted by
California Urban Water Conservation Council (CUWCC) that were also approved
by the Council at the time of authorization of the Orange County Sanitation
District Cooperative Projects contracts. The Urban Water Management Plan was
updated and adopted by the City Council again in 2002, 2005 and 2010. These
successive updates have met the required schedule and incorporated legislative
updates from the State.

It is again time to update the UWMP for water suppliers. The Municipal Water
District of Orange County (MWDOC) has taken a leadership role with preparation
of this update for all of the agencies that are included within their region. It is an
appropriate action for MWDOC to undertake some of the items incorporated into
the UWMP. MWDOC solicited bids from qualified consultants to prepare the
UWMP for all the agencies (Cities and Water Districts). The theory being that the
cost to prepare a larger amount of UWMP's will be cheaper for each agency.
The consultant that was selected by MWDOC is Arcadis.
On November 3, 2015, the City entered into a cost sharing agreement with
MWDOC and other agencies. The City of Seal Beach share was $25,910 to
prepare the 2015 UWMP. Staff has reviewed the document and has approved it.
The document has met all Federal and State regulations.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved this item.
FINANCIAL IMPACT:
Account Number 017-900-45000, in the Water funds, has sufficient funding for
the 2015 Urban Water Management Plan.
RECOMMENDATION:
That the City Council hold a public hearing and set the date for June 13, 2016 to
a'o•t the 2015 Update to the Urban Water Management Plan.
